Head of Cost and Investment Planning

London SW1 Up to £75,400 plus benefits

Since receiving the Government’s go ahead, we have started on the engineering, design and environmental work in preparation for the hybrid bill for the new high speed railway from London to West Midlands. We are also continuing our work on proposals for the route from Birmingham to Leeds and Manchester. As Head of Cost and Investment Planning, you will act as client for cost estimation and risk assessment; provide the construction and operating model; and support the development of HS2 Ltd’s strategic planning for construction. You are likely to possess a background in business strategy and financial modelling, with experience in infrastructure and/or the rail sector being ideal.

Reporting to the Commercial Director in this pivotal role, you will take the lead on costs, risks and investment planning across the HS2 programme. Specifically, you will:
• Act in Client role for the cost estimates and risk assessments for the HS2 programme and specifically the London/West Midlands and Leeds/Manchester sections of HS2. You will ensure cost consistency across both sections and maintain budget apportionment.
• Responsibility for the construction and operating model for the principal elements of the HS2 programme in order to identify the funding requirements for construction and the P&L of HS2 as operating asset
• Interface with the Department for Transport on the funding requirement for HS2 Ltd construction and the economics of operation including train service patterns

For this key role, you will require the ability to engage effectively with colleagues and DfT officials, holding their confidence and leading the debate on issues with cost, risk and investment planning. You will be adept in presenting modelling work concisely and distilling expert advice of some times complex legal issues into material that can quickly inform management decision-making. As such, you will require strong quantitative, drafting and presentational skills, with an economics background and familiarity with cost-benefit analysis being helpful.
