Purpose of Role
The Project Director shall be responsible for the overall delivery of Invensys Rail's framework contract for the Thameslink Key Output 2 programme which includes E&P, Telecom & Signalling comprising a significant proportion of new technology. The role will be defined by the leadership of safety, driving the introduction of new signalling technology (ETCS/ATO), and the financial responsibility associated with a significant portfolio.
Context of Role
Having secured the Thameslink Key Output 2 portfolio of work, Invensys is to become Network Rails' partner for Signalling, Technology, E&P and Telecoms over a 7 year programme. The Key Output 2 programme contains several of the most complex, high profile signalling propositions within the European market. These work programmes are defined by their geographical profile of inner London, and the challenges associated with introducing new technology necessary to meet the increased traffic demands of the 21st century. Invensys is committed to working as an integral part of the Thameslink programme and the candidate shall require suitable leadership scale and tenure to ensure the programme outcomes, whilst facilitating effective partnership working and becoming embedded within the programme team for Key Output 2.
The candidate will need to be credible in terms of his or her relevant experience, and needs to be identifiable with major programmes of high value, high profile work with significant degrees of contract risk and client facing aspects to be managed. Taking responsibility for the overall success including delivery of the interim enabling programmes, and also the final resignalling of London Bridge Station in 2017, which itself requires introduction of ETCS/ATO technology within a major inner London hub station.
Dealing with all projects for the Thameslink programme, managing the portfolio of 'work package' projects that range in size from £0.5m - £70m+ per project, resulting in annual sales revenues of > £40M. From a P/L prospective one of the principle drivers shall be the management and control of risk.
Managing a people resource of > 100 including senior project managers, R&D and application engineering personnel across Euston, Croydon, Swanley and where applicable resources colocated with the client within inner London.
Key customers: Network Rail, Thameslink.
Key Accountabilities
• Accountable for the safe, timely delivery of the Thameslink programme against the key business metrics. Supporting the development, review and negotiation stage for 'commission contracts' and then full control through to project completion, technology integration and customer handover. Responsible for the safe delivery of all major and enabling phases, meeting the project objectives within the agreed timescales and budget delivering the maximum margin, whilst ensuring that the Company Management System is applied throughout the project lifecycle.
• Be able to lead and maintain internal programmes and workcycles associated with technology & product development, to ensure visibility & confidence that major milestones can be met without unnecessary risk.
• Be the Safety Leader and a visible leader at the Thameslink Safety Forum.
• Ensure effective Safety and Environmental management of the programme ensuring that each of the project delivery functions has systems in place to cover its safety requirements.
• Acts as an ambassador for IRG & IRNE within Thameslink, and the client stakeholder community, taking control and responsibility for the customer satisfaction.
• Providing leadership & direction for a large application engineering team and ensuring their interface with the development and introduction of signalling technology and ensuring the interfaces are supported.
• Interface with the legal, pre-contract team during the mobilisation phase of the project to help the development of project specific execution strategies designed to meet the Clients needs and the IRNE business objectives.
• Interface with the Regional Engineering Manager and Thameslink Technical lead to define Work Packages and mobilise the necessary resources required for the execution of the project. Ensure the project managers under are monitoring the Work Packages against the project plan.
• Ensure the project management team prepare and maintain throughout the project as a live document the Project Management Plan. This will detail the project implementation procedures in line with the Company Management System and the ‘as sold’ Project Execution strategy.
• Oversee the implementation of Quality Assurance throughout the Project Lifecycle through effective implementation of the IRNE Quality Assurance process.
• Contribute to the identification, formulation and achievement of business wide strategic goals.
• Implement systems to monitor progress against the project programme, and budget, identifying and mitigating diverse trends through effective corrective management action.
• Responsibility for programme progress and status throughout the programme lifecycle ensuring timely and accurate reports are prepared as required by the Client and IRNE.
• Responsible for managing the Contractual Scope of Supply throughout the programme Lifecycle through the implementation of the Change Management Process and the approval of any changes to scope, base lined programmes and budgets.
• Responsible for commercial and contractual correspondence as well as commercial input into the PDR process, including identification and reporting of risks, liabilities and opportunities.
• Responsible for warranty management ensuring closure of snagging list items, commercial closeout activities and final handover to After Market Support.
Essential Skills & Experience
• Likely to be degree qualified, with post graduate qualification and extensive programme management experience and have greater than 10 years business management experience, and some experience operating at board level.
• Leadership of high value capital investment projects involving a high degree of Client interface.
• Delivery of nationally significant work programmes through the full project life cycle.
• Management & responsibility for client relationships at a level below main board level.
• Development and implementation of innovative programme execution strategies.
• Management of Programme Control function covering Planning, Estimating, Financial Control and commercial management disciplines.
• Management of company compliance with local Health and Safety statutory obligations.
• Ability to maintain margin in a customer environment that often expects extras for free.
• Ability to anticipate problems and to take mitigating actions in advance of the problem be realised.
• Ability to identify, integrate and manage the project stakeholders.
• Manages execution, action results in desired outcomes; removes obstacles, delegates to and empowers others.
• Ability to get things done.
• Excellent interpersonal negotiation and persuasion skills.

• Ability to manage the Client at a senior level and to keep them satisfied.
• Ability to influence and lead other functions not necessary with their direct management line.
Desirable Skills & Experience
• Financial Control: Shall have experience of managing expenditure and control of budgets within a project environment.
• Commercial management: Shall have experience of managing project delivery compliance with Contractual terms and conditions and have commercial awareness of the requirements of the forms of contract commonly used within the signalling industry: e.g. Lump Sum, Target cost and fully reimbursable forms of contract with gain share mechanisms.
