Senior Project Engineer (Signalling) reporting to the Thameslink KO2 Project Engineering Manager with specific responsibility for leading the development and implementation of the signalling works programme for KO2 Outer Areas, including Depot works at Three Bridges, stabling and siding works at sites in Brighton, Horsham, Bedford and Cambridge, signalling to the Canal Tunnels and signalling support to our DC Traction upgrade programme.

In addition to the specific Signalling design and construction responsibilities this role is required to undertake the duties of Designated Project Engineer on multi discipline Railway Projects joining an established multi disciplinary team to manage design and/or construction activities for engineering activities on allocated projects. Managing so that appropriate engineering standards are used in relation to design and/or construction within the programme with compliance to the requirements of the Guide to Railway Investment Projects (GRIP), relevant legislation, Group and company standards, and Network Rail procedures.

Be a self motivated individual leading engineering development to fruition for projects implemented within the Programme.



General Duties / Activities

Lead design review activities.
Review of interdisciplinary requirements and lead the inter discipline design integration.
Undertake site visits as necessary to meet requirements of the role detailed above.
Develop delivery requirements for constructability with the support from / to Project Commissioning Engineer and Construction Manager.

Key Accountabilities:



Implement systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments.
Monitor the competence of all Project Engineers working on projects within the functional discipline and provide functional guidance, direction and briefing.

Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with Environmental Policy.

Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations.
Assure whether contractors’ design, construction and specialist personnel are competent.
Undertake reviews of design and construction activities. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems are adequate.
Undertake the duties of Designated Project Engineer and Functional Project Engineer as applicable, subject to appointment.


Significant experience in engineering disciplines, specifically Railway Signalling, ideally with involvement in construction and design projects across multi discipline areas.
Technical qualifications to at least HND level or equivalent.
Membership of a relevant professional institution; IRSE.
Holder of IRSE Licence.
Experience of major contracting; knowledge of signalling construction and maintenance activities.
Experience with Signalling Scheme Development and Implementation.
Knowledge of conventional and electronic signalling systems.
Knowledge of Network Rail Signalling Standards and Design Approval’s processes.
Experience of acting as DPE.
Experience of conducting signalling risk assessments and applying for derogations
Knowledge of structuring safety cases in support of projects.
Knowledge of safety management and quality assurance.
Understanding of the arrangements required for the independent assessment of works.


Desirable

Six Sigma Yellow Belt
Chartered status or equivalent in the particular discipline
Appreciation of environmental issues in engineering works.
