Development Manager in West Midlands, West Midlands, United Kingdom
Morson International is recruiting for a Development Manager working for a Large Rail client based in the Midlands, Reporting to the Development Director the job holder is responsible for the management of major projects with a lifecycle value of up to £400m within light Rail.
The job holder will ensure that the necessary designs, assessments, strategies, business cases, supported by technical, legal and commercial information are provided to enable the client to achieve the powers and funding approvals necessary to enable the projects to be efficiently and cost effectively built, operated and maintained.
Accountabilities;
The job holder is accountable to the Development Director for the production of the agreed project deliverables ('products') in accordance with approved budgets and plans. These products will include:
- Outline designs
- Transport and Works Act Order Applications together with supporting documentation
- Business cases
- Procurement strategies and supporting information
- Operational strategies
- Capital and Operational cost, demand and revenue forecast.
- Risk and Opportunity management strategies
The Job holder is accountable to the Development Director for implementing robust change control procedures on the projects for which the job holder is responsible to ensure that the projects remain with approved budgets or obtain additional financial authority as necessary to achieve the project objectives.
The job holder is accountable to the Development Director for ensuring that reports are produced in the form and timescales required to meet internal and external governance requirements as determined from time to time.
The job holder is accountable to the Development Director for ensuring that risk assessments and control measures appropriate to the activities undertaken by the project team are in place and communicated to staff reporting to or under the direct supervision of the job holder.
Knowledge/Experience;
- Recent experience of developing technically complex engineering projects.
- Use of NEC3 contracts and / or knowledge of Contract Management and procurement processes
- Experience of working collaboratively including assistance in developing new methods of working within an Alliance scenario
- On site and design experience preferable
- Knowledge of H&S requirements and processes.
- Knowledge of current techniques for undertaking ground investigation, land and structural surveys
- Development of business cases to appropriate standards
- Knowledge of environmental assessment requirements and procedures.
- Knowledge of Utilities powers and processes
- Knowledge of light rail / rail systems design, operational and maintenance requirements and experience of delivery of major projects in the urban (highway) and Railway Environments
- Experience of Transport and Works Act Order application requirements and processes.
