Job description
- Provide commercial services on the decarbonisation and SCADA portfolio.
- Procurement and Pre-Contract
Procurement guidance and support in line with internal governance regime. - Support the management of procurement process.
- Support the development and management of programme ‘pipeline’.
- Support the programme with the development of procurement strategies and subsequent Statement of Works / Commissioning Forms.
- Support the project with the production of authority papers / panel attendance.
- Raising and processing Change Requests.
- Production of PESTS and Project Budgeting.
- Post Contract Management
- Supplier payments applications and invoices.
- Completion of post-contract administration.
- Supplier review meetings.
- Cost Management
- Manage workstream budgets and support period on period reporting.
- Support the SCM and Sponsor with the investment process.
- Project finances: input, challenging and updating cost of work done.
- Rolling Forecast reporting cycle. (Inc. analysis of performance).
- Commercial activities around the supply chain evidenced through 4-weekly reporting. (AFC assessment / dashboard reporting)
- Produce cost forecasting and annual budgets
Attendance at workstream reviews, workstream commercial meetings.
Profile
- Relevant successful experience of provision of QS services minimum 5yrs.
- Good understanding of railway and construction industry forms of contract. (NEC/ICE-ICC forms)
- Good understanding of the construction/railway industry.
- Familiarity with Network Rail/TfL/DfT systems, protocols and internal requirements and procedures, and compliance with HM Treasury Managing Public Money requirements.
- Practical skills and understanding of a railway environment.
- Ability to work independently and/or as part of an integrated team.
- Effective communication and collaborative behaviours.
