Recruiting for a Commercial Manager to support the Senior Commercial Manager already in place, working on a re-signalling project in the Liverpool area. The Commercial Manager shall manage a distributed workload under the direction of the Senior Commercial Manager.
Long term contract opportunity, with a projected start date of 17th July 2017, running until 3rd April 2019. Excellent rates of pay available dependent upon experience.
Further role details:
- Provide appropriate professional support & guidance to permit effective cost control regimes to be put in place throughout the project to control expenditure and minimise the cost of change
- Support the SCM to assess all commercial risk and implement suitable control measures where required
- The project will be located at a project office which is remote to Square One, Manchester and will require attendance at this site for the commercial management resources for the majority of the time allocated to delivering this service. The project office is in the Speke area of Liverpool in a site compound.
- Manage appropriate controls to monitor compliance with company commercial policies and procedures in particular cost control measures
- Review supplier performance against any agreed Key Performance Indicators and take appropriate corrective action where required
- Manage the compliant and efficient provision of procurement services to the project
- Commercially manage relationships with contractors and suppliers to maximise benefit for the end client
- Work with the Senior Commercial Manager to improve commercial practices and continuously improve
- Provide commercial evaluation support to procurement activity
- Provide support to the remaining other work package tender package(s) as appropriate
- Manage the lower value work package internal target costs with other work packages
- Support and prepare the monthly commercial positions via the LNW North pre-MB cost reporting process
- Challenge entitlement under a target cost and ensure all actual costs (or applications) applied for are properly due under the contract
- Work with the other work packages to establish effective and efficient commercial processes seeking to eliminate duplication of roles between organisations wherever practicable.
- Document all agreed project processes to ensure clarity in operation and for future amendment / modification as necessary.
- Support the project manager at all meetings (project progress, MBR, Internal reviews etc) - indicative schedule attached.
- Review the planned procurement methodology of the other work packages to ensure all necessary procurement rules are observed and that value for money is obtained. Retain a monitoring brief as the project progresses.
- The project currently has numerous live lines of expenditure that require monitoring, forecasting and in many instances assessment and certification of payment applications / invoices.
