Director – Engineering Support Services in Riyadh, Riyadh, Saudi Arabia

Job Purpose

To lead and direct the Infrastructure Management and Maintenance function to ensure that the organization’s infrastructure is managed and maintained within prescribed time frames and budgets with the highest level of safety measures as per Company’s Culture and Strategy.

Experience Required

15 - 20 years relevant experience in the railways sector including at least 7 years in positions of progressively increasing managerial responsibilities

Key Accountabilities

Strategic Contribution:

  • Contribute as a member of the senior management team to the overall management and direction of the company, to ensure that clear short, medium and longer-term goals and objectives are established, communicated and achieved to optimise business results and returns to shareholders.
  • Develop and gain agreement to the strategy for the Engineering Support services function in the context of the overall business strategy, communicate and oversee implementation of this to ensure strategic alignment of the function with the business.

Budgeting & Cost Control:

  • Direct the preparation of the Engineering Support services functional budget, approve and gain acceptance to these and monitor financial performance versus the budgets so that the function is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified and potential performance improvement opportunities are capitalised upon.

Policies & Procedures:

  • Direct the development and oversee the implementation of operational policies covering all areas of Engineering Support services so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.

Organisation Development:

  • Define an optimum organisation structure for the function overseen to ensure that work if optimally organised, resources are optimally utilised and communication can take place in an efficient and effective manner.

Engineering Support:

  • Oversee provision of expertise and standards in various engineering disciplines to all projects to ensure full availability of certified and competent labor resources.
  • Oversee development, updating and propagation of engineering standards, specifications and procedures, development of training and development programs to familiarize employees in order to ensure the company procedures are adaptable to all situations.
  • Ensure collaboration and exchange between maintenance, operations and projects to leverage engineering expertise across the company

Continuous Improvement:

  • Provide input and recommend the continuous improvement of engineering support services practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.

Health, Safety, Environment:

  • Provide leadership and direction and ensure all company safety, health and environment objectives are met or exceeded in coordination with the HSE Department. Provide leadership and direction to ensure compliance with environment and health standards in coordination with HSE Department

People Management

  • Direct the recruitment and development of senior functional staff and motivate personnel to ensure that all functions are staffed with individuals of the required calibre, and that there is adequate succession planning and provision for future demands.

Communications

Internal:

Regular interactions with the CEO and the VP Operations and other executive team members to report on performance of the areas managed, discuss issues of strategy and policy and undertake day-to-day top-level decision-making.

Regular interactions with reporting managers to receive reports and review performance of their functions provide policy guidance and address significant day-to-day operational issues.

As member of the senior management team, the jobholder develops and maintains key external relationships to ensure the company is optimally positioned to achieve its business objectives.

University degree in Engineering

In depth knowledge of the various engineering disciplines

EXPERIENCE
