Job Purpose:

Lead and develop the deployment and negotiation of commercial funding and commercial agreements on behalf of a Major Railway Programme. Provide post contract and contract management/strategic support to procurement and estimating activities.

Duties:

Develop and maintain complex and commercial funding strategies.
Maintain third party strategies.
Lead negotiation of high value contracts.
Lead commercial activity, procedures and governance and legal (including EU directives) and regulatory requirements.
Identify cost reduction and efficiency opportunities.
Influence other national programmes to manage consistency in commercial approach
Identify key commercial and contractual risk and mitigate.
Develop processes and systems to measure supplier performance.
Develop and implement best practice systems and processes for procurement and supply chain activities.
Lead preparation and implementation of appropriate commercial assurance regimes and prepare tender documents structuring the pricing document to facilitate cost analysis feedback for high value/high risk contracts and manage the tender process.
Essential skills and Qualifications
Commercial leadership at a senior level
Experience of negotiating commercial arrangements
Setting up, implementing and running 3rd party financing
Degree level qualification in relevant field
Chartered membership of relevant professional institution
Through knowledge of construction and third party contracts
Stakeholder management
Risk management and contract assurance.
Desirable
Commercial management in either rail or construction
Operation contacts and procurement processes and procedures
Leading private financing programmes
