My Client owns, manages and develops Britain's railways. In partnership with train operators they help people take more than 1.6bn journeys by rail every year. They are investing £38bn in the railway by 2019 to deliver more frequent, more reliable, safer services and brighter and better stations.
The Safety, Technical & Engineering (STE) Group encompasses asset management, engineering, safety, health and wellness, and sustainable development, together with their key national change programs including business critical rules, level crossing risk reduction, risk based maintenance and safety culture change.
Designed to reinforce the reality that safety is critical for every element of what they do, the STE Group delivers a 'Centre of Expertise' combining high quality safety, technical and engineering leadership to the business.
Key accountabilities:
- Innovate - Define and deliver national improvement programs and commission research and development to achieve a better railway
- Lead - Provide strategic leadership and guidance to internal and external stakeholders on safety, environmental, sustainability, technical and engineering concerns
- Assure - Assure Rail engineering assets by governing standards and frameworks and measuring our compliance against them
- Grow - Improve the health and vitality of all Rail employees, grow our leadership capability across STE by developing competency frameworks and aligning competencies to industry developments and use management information, audits and investigations to identify best practice and continuous improvement
The successful candidates will have experience of the operational railway environment and knowledge of ac and/or dc electrification systems, from an asset management, maintenance or design perspective.
The roles will provide technical leadership and engineering management support to the following:

The programme whose aim is to improve compliance with the Electricity at Work Regulations (EaWR) 1989 and deliver a step change in the management of electrical safety.
Compliance with the EAWR is a fundamental requirement necessary to deliver Their safety vision - everyone home safe every day - and meet their commitment to eliminate injuries and fatalities within the workforce and our industry.
- Provide expert advice input and support associated with the provision of services for our customers and suppliers.
- Support professional leadership for a designated engineering discipline.
- Provide expert advice, support and input to technical accident and incident investigations.
- Support the setting of policy and standards, operational processes and systems. Manage the design and delivery of programmes for the development of technical capability required within Network Rail, including the competence framework and effective training materials.
- Provide the technical input to the development of the standards, specifications, means of compliance and KPIs for Asset Management, including system risks. Support engineering analysis and risk assessment, including assessment of applications for derogations and non-compliance.
- Discharge CDM related duties as required by company process.
- Support the development of strategy, technology and assets across functions and with industry partners. Liaise with product manufacturers, including external stakeholder e.g. TOC and provide input into the acceptance processes.
- Proactively research and respond to changes in the internal and external requirements and practice which impact upon policy and standards.
- Identify opportunities for technical and business process improvement and innovation, developing business cases and Investment Papers where required.
- Support Engineering Verification activities.
- Act as Delivery Manager for delivery of a specific project or portfolio of projects and deliver projects to time, cost and quality.
Essential
- HNC/HND or equivalent qualification or demonstrate
- Substantial experience in a relevant quivalent experienceengineering area
- Sound knowledge of relevant policies and standards
- An understanding of safety management systems and risk assessment techniques
Desirable
- Degree in a relevant subject
- Incorporated Engineer or Chartered Engineer
- Project management experience and awareness of project management techniques
- Railway industry experience
