Job Summary

AECOM is seeking to hire a Principal Permanent Way Engineer to fulfil the role of Contractor’s Engineering Manager (CEM), based in the London Region. The CEM role is full time, providing technical leadership for GRIP 1 to 3 multidisciplinary S&C renewal proposals through the S&C South Alliance contract based in Stratford.

This role requires the perspective candidate to deliver multidisciplinary renewal specifications in the form of Detailed Route Requirement Documents (DRRD). The candidate will manage the design teams through the delivery of the Option Definition, Feasibility and Option Selection Process in accordance with GRIP4Track to enable production of the DRRD.

Specific tasks to be performed are inclusive of the following:

  • Define specific scope of work based on Client Output Definition statement.

  • Lead multidisciplinary design team in the development of tangible proposals based on output definition statement.

  • Lead in the completion of design reviews (for design integration) and the production of Interdisciplinary Design Check Certificates (IDC), Risk and Mitigation Logs, Safe by Design Logs and the DRRD.

  • Present proposals to the S&C South Alliance / Client and other stakeholders for approval and acceptance.

  • To be accountable for technical quality of deliverables and adherence to design programme with respect to time and budget.

  • Management of the team with respect to their obligations to Construction Design Management (CDM Regulations) 2015, Common Safety Method (CSM), Network Rail Standards, in particular – Engineering Management for Projects.

  • Keep up to date with industry best practice and where appropriate apply best practice within the team environment.

Specific Skills Required:

  • Ability to Interpret client output definition into specific scope of works with proposed tangible outcomes.

  • Ability to manage design teams to achieve the specific scope of works within timescales prescribed.

  • Ability to identify and interrogate the dependencies between disciplines which may impact a design proposal. In particular, the impact of Signalling and OLE requirements on S&C layout proposals.

  • Ability to identify reasonable opportunity and significant risk to the proposed scope of works. To articulate the identified reasonable opportunity/risk to Client so as action may be taken in a timely manner.

  • Ability to identify changes in scope and to appropriately detail their impact with respect to programme and budget.

  • Knowledge of maintenance practices and construction methodologies and the ability to consider/define requirements within design development.

  • Excellent communication skills, ability to develop and deliver presentations, preparation of technical reports and knowledge about project management. To work collaboratively with design teams, the Client and with all stakeholders.

Minimum Requirements

  • Demonstrable understanding of the obligation of the role with respect to Construction Design Management (CDM Regulations) 2015, Common Safety Method (CSM), Network Rail Standards, in particular – Engineering Management for Projects.

  • Demonstrable understanding of the multidisciplinary interfaces which may influence the outcome of the system design proposal.

  • Demonstrable experience of having undertaken design within a Track renewal environment at either GRIP 4-8 or GRIP 1-3.

  • Demonstrable ability of management of design teams within your office as well as design teams working in remote locations.

  • Demonstrable ability of good time management and organisational skills with respect to the management of multiple projects simultaneously.

  • Good communication skills and the ability to work within teams as part of an Alliance arrangement whilst having a dedicated approach to working within and meeting strict project deadlines

  • Good communication skills when dealing with clients, developers, consultants, elected representatives and the public

  • Client focused approach to service delivery

Preferred Qualifications

  • Chartered or Incorporated Engineer (CEng / IEng) (preferred)

  • Recognised engineering qualification/ Degree in Engineering (Required)

  • Demonstrable experience working within the railway renewal- design and construction environment.

  • Demonstrable experience undertaking the role of Contractor’s Engineering Manager on projects of comparable size (<£4-8m construction).
