Resident Engineer
Purpose of the Job
Responsible for supervising and directing design, configuration and testing activities at the Contractor’s project office to ensure that these activities are prioritised to support the Controls and Communications Contract delivery programme and compliance against the works information.
Principal Accountabilities
Support the Business in relation to the following:
- Monitor and report on progress against programme (design, configuration, FAT, procurement, deliveries, etc)
- Ensures the Contractor’s workforce priorities are aligned with project needs to support installation and testing.
- Aid the Contractor in scheduling the work to be performed, monitors progress, reviews work accomplished and assesses the quality of work performed
- Capture and control the actions by Others in order to facilitate coordination and completion of the Contractor’s scope.
- Ensure that appropriate control measures are in place to manage and communicate changes to the Contractor’s design and configuration
- Coordinates contractor activities with other contracts disciplines or areas and representatives .
- Provide technical support to the Contractor to aid their understanding of the works information
- To act as Our representative / witness at FAT activities
- Demonstrates leadership in a team-based environment.
- Work with the Integration Manager in discharging delegated duties and responsibilities under NEC3 ECC where agreed with the Business.
- Support the Integration Manager in identifying and the resolution of design changes or non-conformances
- Undertaking reviews as required of contractor technical submittals.
- Keeping the Integration Manager informed of all issues which impact programme, cost and quality
- Determining need to engage design authority for interpretation or approval of design changes or non-conformances which constitute design changes.
- Monitoring the contractor’s compliance with Environmental, Safety & Health requirements, escalating issues and seeking intervention where required.
- Monitoring the contractor in ensuring that proper processes are identified and implemented to achieve contractual quality compliance with the Works Information Part 20 “Quality Requirements”, Part 13 “Records to be provided” and elements of Part 14 “Management and Administration of the Works”.
- Supporting the Integration Manager in the review and acceptance of contractor certification packages.
- Assisting the Project Manager with the authorisation of payment certificates. Providing input to the Business Manager on costs to be disallowed related to quality issues and NCRs.
- Take reasonable care of your own and others’ health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to Target Zero principles.

Person Specification
- Degree qualified engineer or equivalent experience
- Knowledge of Railway and Station Communication and Control Systems
- Some experience of engineering and/or construction on major infrastructure projects.
- Knowledge of design management and interface management processes
- Knowledge and experience of construction quality systems and processes
- Knowledge of the NEC3 form of contract and of CDM Regulations
- Knowledge and experience of site-based ES&H processes and procedures/regulations
