Senior Network Impact Assessment Engineer
Work Location - Palestra
Purpose of job
Provide specialist support in design schemes and on site works, assess impact on the network in relation to congestion, cyclists, buses and pedestrians. Provide guidance to the Network Impact Assessment Manager in developing and planning of schemes in the Network Impact Management Team.
Work closely with other TfL businesses, particularly in Surface and Road Space Management Directorate, in considering permanent capacity effects of a proposed scheme on TLRN, and temporary capacity effects of road and street works during the course of construction.
Support the development and operation of processes and systems to co-ordinate planned network development activity. Assess impact on network capacity and compliance with the Mayoral Priorities. Assist in providing the associated performance reporting information to support this.
Support the Principal Impact Assessment Engineer and the Network Impact Assessment Manager in the development of interfaces with other parts of the Directorate, TfL, Boroughs and other external stakeholders.
The Senior Engineer will report to and work with the Network Impact Assessment Manager and support the Principal Network Impact Assessment Engineer.
Principal Accountabilities
Key responsibilities
*Assist in the development and management of scheme co-ordination activities and the proactive review of all planned schemes. This will include assessment of the temporary and congestion impact on network capacity and require a balance of competing demands within the network in accordance with the Mayor's Transport Strategy and TfL's Road Plan. Assist in building, maintaining and facilitating effective working relationships with members of the relevant TfL divisions, groups, external partners and stakeholders to assure the effective planning and coordination of schemes.
*Provide expert information for, and assist in developing effective and comprehensive management and performance assessment of schemes and their co-ordination which will include hard data and performance indicators on scheme planning, co-ordination and management by stakeholders and the assessment of success of initiatives to improve performance.
*Working mainly unsupervised; carry out site visits and site meetings to assess works impact on congestion.
*Present reports and analysis at key meetings, ensuring data is correct.
*Support the Network Impact Management Team and the Network Impact Assessment Manager; in order to provide high quality services to colleagues within Road Space Management, Surface and TfL.
*Co-ordinate and assure that planning of schemes - in particular addressing schemes that overlap in several business areas is managed and dealt with in a timely manner - through London Works and the establishment of strong relationships across the business;
*Deputise for the Principal Network Impact Assessment Engineer.
*Attend meetings as required - internally and externally.
*Ensure that assigned Notifications are processed and properly considered within an agreed timescale;
*Assist in the preparation of briefs to Consultants.
Technical Responsibilities
*Liaise with and provide expert information with organisations involved in design and implementation of schemes to monitor and minimise the potential capacity impact (TfL, HMWC, NMT and Boroughs)
*Work with the Principal Impact Assessment Engineer and the Network Impact Assessment Manager to build close working relationships with the boroughs, the Strategy Team and other parts of TfL to assess and consider permanent capacity effects of proposed scheme work on the TLRN and SRN, and temporary capacity effects of road and street works during the course of construction. Provide guidance on the balance of competing demands, potential synergies or clashes with other planned schemes and work with promoters on potential modifications to proposed schemes. Liaise with external partners and stakeholders to modify plans as necessary to reduce impacts.
*Assist in the assessment of Notifications from boroughs on the Strategic Road Network and the Transport for London Road Network(TLRN), then advise the Principal Network Impact Assessment Engineer and/or the Network Impact Assessment Manager on the recommended course of action.
*Ensure that assigned Notifications are processed properly and considered within the timescale.
*Liaise with other parts of TfL to develop and enhance the network capacity modelling and simulation capability including use of enhanced tools and techniques.
*Assist in proposing direction in relation to the establishment and on-going development of schemes co-ordination, including the development of business process and technology requirements.
*Help to assess, propose and deliver business programmes, processes and systems to support and enhance works co-ordination and planning.
*Knowledge of Traffic Modelling software such as TRANSYT, LINSIG, PARAMICS, VISSIM etc is desirable in order to ensure the efficient operation of traffic network in accordance with the transport policy.
Nature of Work
Initially the post will be concerned with schemes planning activity within Road Space Management (RSM), working closely with other TfL departments and other parts of RSM to assess and consider permanent capacity effects of proposed scheme work on TLRN, and temporary capacity effects of road and street works during the course of construction. It will include liaising and providing advice to external partners and stakeholders to modify plans as necessary to reduce impacts.
The formal Notification process is also in place for boroughs wishing to implement schemes or undertake works on the Strategic Road Network (SRN). The post holder will undertake the assessment of these Notifications and recommend suitable courses of action.
The post holder will need to rapidly understand the aims and direction of the Forward Planning Team and RSM. Processes will need to be regularly monitored and managed, against the overall Forward Planning and wider RSM work.
On-going responsibilities will include:
*Agreeing and delivering targets with the Network Impact Assessment Manager.
*Delivering effective planning and schemes co-ordination.
*Monitoring the performance and development of planning and co-ordination of schemes.
*Expanding and strengthening partnership relationships with key internal and external stakeholders.
Knowledge, Skills, Experience
*Qualified to degree level in civil engineering, transport planning or equivalent experience with a HND in civil engineering;
*Relevant experience in highway and traffic engineering and capacity assessment and management environment;
*Successful management of staff, both professional engineers and others;
*Representing your organisation with internal and external interests to senior management level within a politically sensitive environment;
*Very good analytical and interpretation skills;
*Experience of road engineering particularly remedial scheme/traffic signal design;
*The ability to prepare and present reports, presentations and technical findings;
*Experience of managing the implementation of road works and street works;
*Strong understanding of the systems and processes employed in this environment
*Record of delivering on time and within budget - Basic financial management:
*Good negotiation and consultation skills;
*Good understanding of relevant legislation, the political context and public sector environment;
*Excellent communication skills.
