Your new role

Reporting into the Bids and Mobilisation Manager, this role is responsible for the ownership of the Mobilisation process of the Transpennine Express and Hull Trains TSA Contracts.

Specifically, you will be responsible for the following deliverables:

• Acting as TPE Depot Mobilisation process owner for Craigentinny, Doncaster Carr and Bounds Green Maintenance Centres and Outstations at Edge Hill, York and Heaton until these roles are filled by permanently appointed Depot Staff
• Undertaking comprehensive handover of all mobilisation –related activities to permanent Depot staff
• Close liaison with the Depot Construction Manager and Contractors to optimise the detailed Depot Designs for efficient and cost effective delivery of TSA obligations.
• Overseeing the Depot, Equipment and Special Tools commissioning and handover to maintenance
• Monitoring the Depot Construction programmes to identify risks to future operational performance and TSA compliance.
• Acting as Risk Owner for Depot Operational risks and their mitigation actions
• Refining and Implementing the budgeted MSA staffing and recruitment programme for the Test, Approvals and Commissioning phase of the WoE project so that it integrates fully with associated resource planning.
• Working with the HR Department on the resource ramp in order to meet the budgeted TSA staffing and recruitment programme taking into account TUPE obligations and ensuring the Depots are appropriately staffed to meet TSA obligations in full.
• Liaison with the HRE training manager to produce a comprehensive WoE training plan that covers all staff training needed to ensure successful TSA delivery.
• Development of all necessary Depot Operation processes incorporating Best Practice from existing HRE maintenance and operating facilities
• Liaison with the HRE Quality Manager to ensure all such processes are incorporated in the HRE Quality Manual and controlled by the HRE Quality Management System.
• Liaison with the HRE CI Manager together with relevant Japanese support to maximise the use of Lean principles and other Best Practice in the design of the Depots and their operational processes.
• Liaison with all relevant Hitachi and sub-contractor stakeholders to ensure a full suite of fit-for-purpose Depot Technical and Maintenance documentation is ready and available for use to meet Programme and TSA requirements in full.
• Liaison with Maintainability Engineers to support development and timely issue of rolling stock Technical and Maintenance documentation in suitable formats for use by Depot Staff.
• Ensuring that all necessary support systems are in place with adequate infrastructure and hardware to meet Programme and TSA requirements in full
• Timely Development of the Detailed Maintenance Cost Centre Budgets.
• Ensuring initial provisioning of the Depots and Supply Chain is adequate to meet programme and operational needs.
• Working closely with the relevant Train Operating Companies to ensure their reasonable expectations are managed and met within the constraints of applicable contractual arrangements

Qualifications

• Management Experience in an ISO9001 Quality Management Environment
• APM Accredited qualification /membership

About you

• Extensive experience at a senior level in the set up and/or management of heavy industrial Maintenance Depot
• Rolling Stock Maintenance Engineer experience
• Outstanding Safety Awareness gained in safety critical engineering environments
• Engineering facilities and infrastructure management
• Management of large Technical Teams
• Rolling Stock, Test, Approvals and Commissioning experience preferable
• Possess a sound knowledge of TUPE regulations and proven ability to negotiate successfully with Trade Unions
• Familiar with Engineering and Logistics support systems such as Fleet Management, Maintenance Management and Rolling Stock Diagnostics systems
• A sound understanding of Logistics Support and Supply Chain requirement
• Able to build and manage Depot budgets
• An understanding of Lean Methodology
• An understanding of Integrated Logistics Support or similar through-life management principles
• Network Rail Sentinel PTS
• Depot Induction
