A leading main contract are recruiting for a Contracts Manager to work on a major infrastructure project on a long term contract based in Birmingham.
Your role as Contract Manager will be to provide contract management and procurement project support for the project. The contracts management team leads the management and administration of all contracts, ensuring value for money is delivered, contract deliverables are provided on time and to the required level of quality and that management of costs and activities is accurately recorded.
Your roles and responsibilities as Contract Manager will include the following:
- Ensure procurement activities are undertaken in compliance with relevant legislation whilst driving a process that will become a benchmark for future projects around the world.
- Innovation, value for money and legacy are key strategic themes within the project delivery strategy that the Senior Contracts and Procurement Project Manager will support the implementation and embedding of process and contracts that will form the foundation of the successful delivery of the project.
- Manage procurements from identification of requirements through to mobilisation and steady state operation of contracts.
- Present and interface with suppliers, boards and committees, internally and externally up to executive level and represent the Project in a variety of different forums and where applicable interface with other departments and external bodies.
- Present to boards and committees, as required, in order to respond to challenge and scrutiny and assist with sourcing approvals of the on-going procurement actions.
- Interact closely with the Contract Managers to ensure that procurement projects are handled over in the most effective way to ensure seamless transition of performance and demonstration of the projects themes embedded into contract performance management plan.
- Develop robust procurement strategies and the development of procurement tools and templates to ensure effective outcomes on all projects.
- Ensure all contracts are contractually and commercially managed as required, including responsibility for ensuring all contractual timescales are adhered to.
- Manage and monitor the contract deliverables received from the consultant and ensure they are communicated to the appropriate responsible and accountable owners to ensure the client meets the contractual timescales.
- Manage and monitor the contract deliverables to be provided to the consultant and ensure all such deliverables and associated communications to the consultant are completed in a timely manner to ensure the client meets its contractual obligations.
- Lead and manage the day to day commercial relationship with the PSCs including ensuring a collaborative and integrative approach is being taken with all PSCs and across all disciplines.
- Understand, review and implement contractual, commercial & financial system requirements.
- Understand and review the project funding and delivery budget.
- Take the lead for effective cost control, maintaining close liaison with functional managers for Project Controls, Change Management, Planning, Risk Management, Finance and Procurement.
- Undertake regular commercial reviews of all consultant costs, including their subconsultant costs, and implement appropriate mitigation measures as required and generally proactively manage contract expenditure against project budget.
- Oversee claims rejection, negotiation or acceptance procedures. Review risks, change and claims against budget and contingency spend.
The successful candidate will have the following skills and experience:
- Experience working in a Contracts & Procurement focused position on Rail/Infrastructure projects.
- EU procurement directives, with awareness of government initiatives and policies with the ability to manage it
- NEC3 contracts experience
- strong knowledge of different forms of contract and risk allocation.
- You should have a demonstrable record of procuring large value construction or similar services through OJEU and frameworks;
- thorough knowledge of applicable EU and UK procurement legislation including contracts using the NEC suite;
- record of procuring via collaborative, incentivized contracts with different pricing and risk options;
- setting metrics for procurement selection purposes and contract performance measurements;
- able to work closely with internal and external stakeholders;
- cultivating strong relationships with existing and potential suppliers;
- member of CIPS or equivalent.
