Enviroment Manager
Purpose of the Job
Lead the environment function for the programme. Adjust and implement the approach established for ensuring appropriate environmental compliance across the programme. This will include making relevant adjustments to and managing the process and environment team to provide assurance that the Environmental Minimum Requirements and other environmental requirements are being complied with by all.
Principal Accountabilities
- Effective communication of environmental objectives and EMR within the programme.
- Implementation and maintenance of environmental reporting across the programme and input to Sustainability Sub-Committee, Management Review and TfL Safety & Sustainability Panel.
- Ensuring that environmental consents are obtained in a timely manner for the
- Programme, management of the Schedule 17 environmental consents and management of environmental liaison with environmental stakeholders and environmental statutory bodies during procurement, design, construction, completion and handover.
- Representing the Environment function at appropriate Fora.
- Provision of environmental support to the Programme (including Planning, Safeguarding, Finance, Delivery, Land & Property, and Corporate Affairs) during procurement, design, construction, completion and handover.
- Implementation and maintenance of the Environmental Management System.
- Provision of environmental assurance relating to the implementation of the EMR across the Programme during procurement, design, construction, completion and handover.
- Definition of responsibilities and management of resources for the environment team to execute accountabilities. Take reasonable care of your own and others’ health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to Target Zero principles.

Main challenges of the job

- Communicating and delivering on the environmental aspects of the specific consents regime created by the Act.
- Dealing with complex relationships with stakeholders, including the presentation of technical information to a variety of audiences.
- Creating good working relationships with Industry Partners and stakeholders.
- Ensuring environmental requirements are met as the project draws towards central section handover and many of the delivery contracts draw to a close.
Dimensions & Interfaces (both internal and external)
- Industry Partners: The post holder will hold or establish responsibility within the Environment team for formal regular meetings with all IPs, to ensure an effective dialogue in relation to environmental elements associated with procurement, design and construction.
- Delivery Directorate teams: Working with the Delivery Directorate to ensure that construction is carried out in accordance with environmental requirements, delivered within agreed timescales and that environmental risks, impact reduction, consents and management is taken into account during delivery. Functional lead and source of environmental expertise to any environmental professionals in the Delivery Directorate ensuring consistency of approach throughout the Delivery teams.
- Land Use Planning Team: The post holder will be expected to work closely with Planning Manager and provide advice as necessary in relation to the environmental aspects of planning submissions.
- Traffic Team: The post holder will liaise with the Traffic Manager and provide advice as necessary in relation to the environmental aspects of traffic proposals.
- Land & Property Directorate: Contribution, where required, to over site development proposals.
- Finance Directorate: The post holder will liaise with the procurement team to ensure that all tenders and contracts address environmental requirements.
- External Affairs: The post holder will liaise with the External Affairs Directorate and provide advice as necessary, specifically in relation to the environmental matters.
- Local Authorities: Provision of information requests, consultation, assistance in the resolution of issues and agreement of mitigation, discussions on environmental elements of undertakings and assurances.
- Consultants: Managing specialist inputs. Definition of task instructions, management of performance, expenditure monitoring and budget control.

- Technical Significant experience in a related environment/planning /development project environment, managing staff, consultants and budgets.
- Essential attributes:
- Demonstrable experience of leading and management of staff and/or consultant resources in environmental field.
- Proven ability to deliver high performance in a multi-disciplinary environment.
- Proven experience in formulating positions on environmental and development matters and responding to environmental documents.
- Excellent analytical, communication (verbal and written) and presentation skills.
- Membership of appropriate professional body in environment field or equivalent experience.
