Purpose
The HSEQ advisor will be responsible for providing health & safety and environmental support to Linbrooke Services by via site visits, regular audits/inspections and monitoring the operation of company’s policies and procedures.
The HSEQ Advisor will coach, guide and where necessary instruct the company’s employees, including management, on HSEQ matters to ensure observance of company policies.
Responsibilities
- Works with HSEQ Manager (rail) and supports the Compliance Manager to continually improve, implement and maintain the IMS to ISO <phone number removed> and 9001 standards.
- Undertakes site audits and inspections on all Linbrooke projects and compiles reports on findings and actions plans.
- Support the central HSEQ team in the delivery of the group’s audit programme and undertake site audits and inspections on Linbrooke Services’ nationwide projects; including, compiling reports on findings and developing actions plans.
- Under supervision, develop and produce high level project health, safety, environmental and quality documentation including but not limited to Construction Phase Plan, Environmental Plan, and Site Waste Management plan for Linbrooke Services’ projects undertaking Principal Contractor’s duties.
- Advise and support managers and supervisors to discharge their responsibilities for the health and safety of employees and others to whom they have a duty as defined by legislation and company procedures.
- Undertake investigations of all accidents, near misses and identified hazards, making appropriate recommendations where necessary to ensure future prevention. Ensure any recommendations or actions are forwarded to the appropriate manager.
- Develop risk assessments (COSHH / Welfare / First Aid / Fire) to identify risks and hazards and advise on adequate control measures to ensure identified risks are mitigated.
- Conducts supplier HSEQ audits where requested to ensure ‘Cat A’ suppliers’ management systems and procedures are developed and implemented in-accordance with Linbrooke’s & NWR’s requirements.
- Review project documentation for suitability against Linbrooke’s management system and NWR’s standards.
- Conducts in house training with management and employees regarding all health and safety issues and risks.
- Undertake DSE, fire, general health, safety & environmental assessments within regional offices.
- Ensure compliance with RISQS accreditation.
- Develop company project inductions for PCL projects.
- At all times maintain an awareness of health & safety legislation and proposed legislation, codes of practise, and activity in the health & safety field in other industries and companies to ensure that up to date knowledge and continued appropriateness of company policies and procedures.
- Oversee the production and delivery of site briefing material.
- Liaison as necessary with clients, other organisations and relevant authorities, and assistance and cooperation concerning audits and remedial actions.
- Providing input into pre-qualification, tender and HSEQ award submissions.

Minimum competence requirements; training, qualifications, skills & time served:
- Qualifications – NEBOSH Construction Certificate / NVQ Level 3, working towards NEBOSH Diploma is desirable.
- Practically applied knowledge of the health and safety requirements set out in legislation, Railway Group Standards and Network Rail’s company standards applicable to activities in the railway environment.
- Evidence of experience providing both first line advice and tactical support and development on health and safety matters for over 3 years.
- Clean driving licence.
- IT literate and proficient with Microsoft’s office programmes.
- Construction, telecoms, power or rail signalling experience beneficial.
- Armed forces experience beneficial.
Essential Qualifications:
NEBOSH Construction Certificate.

Environmental
Desirable Qualifications :
Environmental, fire, training or auditing qualifications.
Desirable Experience:
Military, Rail, Environmental. Construction/CDM, Civils, power, telecoms or signalling support, Site inspections and audits, Document and policy development.
