My client is looking for a Project Commercial Manager to work in alignment with Crossrail.

Job Summary:

My client is currently looking for a Commercial Manager to support Crossrail and be responsible for implementing project level processes and activities that relate to the commercial management of the project including but not limited to, monitoring of procurement, cost, finance, schedule, risk management, compliance with contractual terms, cost verification, project staffing registers / forecasts and the timely resolution of contract change. The manager will be responsible for ensuring that a dialogue with the Contractor is maintained such that all commercial and contractual matters are understood.

Main Challenges of the Job:

  • Supporting the project in relation to managing multiple relationships, internal and external to CRL, in a fast moving, dynamic and demanding environment.
  • Providing leadership to the direct commercial team and commercially the overall Project Team through example, knowledge and ability to influence and in so doing encouraging project team members to work in accordance with requirements of corporate governance.
  • Being comfortable working at a detailed and strategic level and supporting this with the necessary written, numerical and verbal skills. Able to accept responsibility and accountability for all the Project commercial activities through the full life cycle.

Job Responsibilities:

  • Being responsible for all commercial activities on the allocated project in accordance with the contract and in full compliance with Corporate Governance.
  • Directing and providing functional oversight and leadership of cost, planning, risk, finance, procurement, cost verification and contract administration activities.
  • Ensure that the reported forecast for the outturn cost of the project remains accurate, contemporary and credible.
  • Provide early visibility of potential disputes by understanding and reporting differences between the PM and Contractors positions.
  • Overseeing the effective implementation of Project Control systems including cost, schedule and risk in accordance with project procedures. Developing, interpreting and executing policy, objectives and standards applicable to cost, schedule and risk activities.
  • Reviewing and recommending staffing needs for cost, risk and contract administration activities.
  • Maintaining project staffing registers / forecasts.
  • Undertaking or managing reviews and analysis of the schedule, cost and risk position (on behalf of the Project Manager, Sector Leadership team or Commercial Director).
  • Providing project specific cost, schedule and risk data to the Sector Leadership team to support the overall programme reporting of schedule, scope, risk and change.
  • Provide support and assistance to the Employer in the resolution of disputes or the negotiation of supplemental agreements.
  • Monitoring contractors for compliance with NEC 3 ECC contract requirements for submissions of programme and cost data.
  • Monitoring the Change Management System to check that that regular review and mitigation of trends takes place.
  • Check that necessary activities are undertaken by the Project in support of the Procurement Department including participation / leading of commercial tender reviews.
  • Take reasonable care of your own and others' health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to the Crossrail Target Zero principles.

Basic Qualifications and experience required:

  • Degree in Engineering, Business, Quantity Surveying, Law, Construction Management, or equivalent experience.
  • Construction experience on a major Project is desirable.
  • Experience and courses in cost engineering, planning, risk, pricing, contract law, contract drafting, administration and negotiation of change orders, and effective correspondence.
  • Knowledge of contract administration (NEC 3), quantity surveying, home office and site procedures and documents relating to a large scale, multi-discipline construction project.
  • Working knowledge of engineering/construction industry contracting practices.
  • Significant experience of dealing with large civil works and / or M&E packages as needed.
  • Experience of operating strategically and commercially in numerous functional areas / matrix organisation.
  • Demonstrates leadership qualities and a robust personality able to work collaboratively to confront and solve disagreement and avoid dispute where possible both internally and with Crossrail's contractors.
