ROLLING STOCK MANAGER - Australia
A well-known end client of ours is looking for a Rolling Stock Manager to join the Rail & Infrastructure Division. This division is responsible for developing and delivering all design, construction, commissioning, operations and associated works for this major project in Melbourne, Australia.
The Rolling Stock Manager will support continued development of the Rail Operating Plan (ROP) and operations and maintenance contract requirements for a major railway project in Melbourne.
Working closely with the Deputy Director and project teams, the Rolling Stock Manager will ensure the project is ready for service operation and performs to planned operational targets.

Key responsibilities
1. Lead and oversee:
a. Development of rail operational safety and accreditation requirements, processes and procedures
b. Specification of normal and degraded mode operation outcomes from rolling stock fleet planning and maintenance perspectives
c. Development of a 'predict-and-prevent' approach to rolling stock maintenance and implementation of such an approach in the Operations and Maintenance phase
d. Development of stabling yard optimisation and management plans.
2. Provide high level technical expertise, guidance and advice to the Rail Operations team, and where required the Rail and Infrastructure Delivery Division, on all aspects of Rolling Stock fleet planning and maintenance relevant to the project, including project requirements, specifications and deviations, through the application of best practice methodology.
3. Lead the resource planning and people capability management for Rolling Stock maintenance.
4. Lead input into the development, assessment and management of Rolling Stock maintenance related contracts, including tender documentation, development of maintenance metrics and/or performance outcomes, maintenance and overhaul / renewal plans, stabling yard layout and optimisation, maintenance resource optimisation, fleet planning and replacement, tools and equipment to achieve a 'predict-and-prevent' approach to Rolling Stock maintenance, and manage contractor performance.
5. Lead the development and implementation of operational readiness plans for start-of-operation, in collaboration with key internal and external stakeholders, including contractors.
6. Ensure the active management and timely conclusion of Rolling Stock maintenance input into project milestones.
7. Provide timely advice and solutions to the Deputy Director, Rail Operations on any identified opportunities, issues, gaps, risks or business needs.
KEY SELECTION CRITERIA
1. Demonstrated ability to ensure that the management of safety is paramount and implements sector best practice processes and procedures.
2. Extensive experience in fleet planning and delivery of rolling stock maintenance of metro-style railways
3. A track record of achievement in delivering rolling stock maintenance contracts of metro-style railways
4. Demonstrated senior leadership skills with a proven ability to lead and influence multi-disciplinary teams, consultants and contractors to achieve railway objectives.
5. Highly developed analytical and problem-solving skills to pre-empt and mitigate operational risks
6. Excellent interpersonal skills, including a demonstrated ability to build effective relationships and work productively with a diverse range of internal and external stakeholders, provide professional guidance within a multi-disciplinary team, and be an effective team player.
7. Highly developed written communication and computer literacy skills, with a demonstrated ability to convey complex and technical issues to a range of audiences and to compile and develop professional, technical and quality documentation of a complex nature.
8. Highly developed organisation skills, flexibility and the ability to balance priorities
