Test Safety Case Coordinator in London, United Kingdom

Purpose of the Job:

To provide support to the T&C Strategy & Process Manager by way of co-ordinating the various collation of evidence for safety justifications, including “Letters of No Objection (LoNo’s)”, presentations and supporting information to “Safety Review Panels (SRPs)” and “Change Assurance Panels” (CAPs), ensuring all necessary arrangements for such submissions are in place and metricating performance for presentation on T&C dashboards, in support of the overall contract performance objectives. In doing so, working with the T&C Strategy & Process Manager to ensure effective reporting of progress to date against targets and providing additional information and trend statistics to enable pre-emptive management action to keep the submissions associated with permitting the start of energisation and testing and commissioning phase to remain on course for success.

Principal Accountabilities:

Support the T&C management team by co-ordinating and assisting the drive to completion of the associated presentations and artefact evidence in support of safety cases and justifications for the procession of the T&C phases and stages of the programme, specifically in relation to the following:-

  • To assist the T&C Strategy & Process Manager by co-ordinating the various internal and external parties in the expediting and disposition of the various deliverables and evidence artefacts in support of the safety cases and justifications that need to be in place prior to the commencement of each phase or stage of test and commissioning
  • To assist the T&C Strategy & Process Manager by way of assuring that individual assigned accountability for each document and artefact evidence item for cases and justifications is clearly identified and indicated in all periodic performance reporting.
  • To participate in personal training and development, including the appraisal process, ensuring that Performance Co-ordinator receives appraisal and feedback on their personal performance and their contribution to the T&C team.

Main Challenges of the Job:

  • Co-ordinating the safety case evidence artefact evidence compilation aspects for the T&C function, ensuring that each stage of development remains in accordance with the contract schedule for T&C phases and stages - for the production of such safety case-related evidence.
  • Effective management of applicable interfaces with stakeholders.
  • Ensuring the production of reliable, compelling and visually appealing reporting media for presentation to executive management.

Dimensions & Interfaces (Internal and External):

  • Reports to the T&C Strategy and Process Manager.
  • Works closely with all of the members of the T&C Team; external stakeholders (such as RfL, LU, BT, DLR); also communicating frequently with such as NoBo/DeBo body representatives; as well as internal stakeholders such as - the CEG team, Integration and Technical Assurance, the Station and Systemwide Delivery Teams and the supporting functions (such as Safety, Quality, Environmental, Planning, etc.).

Person Specification

  • Good knowledge of rail industry safety case / change assurance panel presentation and submission requirements and processes.
  • Ability to effectively organise and manage within a project team consisting of a matrix organisation.
  • Knowledge and understanding of standard infrastructure project management tools, techniques and procedures including: Project Controls, Financial management, including standard office tools, records and configuration management.
  • Knowledge and experience of associated baseline development and implementation including: Interpretation of Scope and T&C-related Works Progress; Interpretation of Requirements; Management of Interfaces with Internal and External Stakeholders; Production of Appropriate and Compelling Schedule and Presentation Data; assisting in the Production of Progress Reports and Progress Summary Data; Tracking of Submissions and action Items.

Role Specific Requirements :

  • Good organisational and process background – preferably with an engineering degree qualification, ideally with previous safety case experience.
  • Strong reporting and communication skills
  • Knowledge and experience of railway infrastructure and station services, with a good understanding of the specialist language used in the rail sector.
