Health, Safety & Environment Director in Dubai, United Arab Emirates

BWP work closely with the leading rail Owners, Operators and Maintenance providers across the country. We are presently supporting a major Owner and Operator with a Health, Safety and Environment Director position. Whilst the preference is for an individual already in a Director or Head of HSE position, the client does encourage applicants who are interested in taking the next step in their career

Strategic Responsibilities

  • Develop the Health, Safety and Environment business plans, KPIs and milestones in line with strategy, and ensure divisional annual plans are in line with the business plan
  • Develop the divisional budget and ensure departmental budget are in line with budget and set in accordance to the Company budgeting policies and processes
  • Monitor the financial performance of the division against the approved budget, ensure accurate and timely reporting on variances to the Finance Division and formulate corrective measures and plans to optimize financial performance of the division
  • Monitor the operational performance of the division against the approved targets and KPIs, and take the necessary corrective and preventive measures, in coordination with the Corporate Control Division, to enhance performance and better serve the business
  • Support the CEO in formulating and updating the Company’s vision and strategy as it relates to Health, Safety and Environment activities and plans, and provide insight to the strategic decision-making process to drive the Company’s objectives

Leadership Responsibilities

  • Ensure that all knowledge transfer and individual development programs and plans for all targeted Passenger Technical Support employees are developed and implemented in cooperation with HR & Support Services Division
  • Set individual objectives of direct reports and periodically evaluate their performance in a fair, transparent and objective manner in accordance with Company policies and employee performance management procedures, and oversee setting of appropriate individual objectives as well as the performance evaluation of employees in the department
  • Develop the manpower needs of the department in coordination with section heads and properly plan the optimal allocation and effective use of its resources in line with Company Manpower Planning guidelines
  • Follow up on the implementation of action plans and operational programs, and provide guidance and instruction to subordinates on appropriate solutions to resolve implementation issues
  • Instill a culture focused on continuous improvement and positive change orientation, exercised through interactions with management team, and encouraged through the design and delivery of change programs and initiatives including coaching and mentoring, and on the job training. Place particular emphasis on developing this culture within the team of direct reports

Operational Responsibilities

  • Direct the development of the overall Safety Management System in coordination with internal and external stakeholders, and in line with policy frameworks and national/international regulations
  • Oversee the development and implementation of all HSE audit and inspection programs, in line with policy frameworks and national/international regulations
  • Oversee the setting of incident reporting protocols including near miss and incidence management, ensuring the appropriate collation and analysis of HSE data, to enhance HSE policies and processes, as well as identify and report trends to Leadership Team and all appropriate regulatory bodies, in line with policy frameworks and national/international regulations
  • Lead the relationship with national and international regulators on issues of HSE, ensuring that HSE employees follow up with approved amendments adopted, and evaluate feasibility of adopting those measures within the business
  • Oversee the development and implementation of an environmental inspection regime for all premises, to manage the environmental impact of the network and its associated activities, in line with policy frameworks and national/international regulations
  • Oversee the regular review of policies and procedures across the business, to identify HSE risk areas and ensure corrective action is taken as necessary
