We are working closely with a client of ours who are looking for an experienced Health and Safety Engineer/Manager to work on a large HS2 Design project on a permanent basis. This is a pinnacle role within the HSQE department and for the project, the role has a focus leaning towards the health and safety from a rail design perspective.
The ideal candidate needs thorough experience of Health and Safety within a Rail environment, ideally within a design consutancy or supporting the design department within a business.
- Lead, direct and manage the Health and Safety agenda for the business with regards to the implementation of the Health and Safety strategy ·
- Are responsible for the development of project systems which will reinforce the project H&S culture and lead to high levels of discretional effort in areas of Safety, Health and Environment across the project team.
- Continually improve and implement the safety management system.
- Keep safe working practices under review and where necessary update systems to reflect changes in the legislation or best practice.
- Develop the health and safety strategy for the business
- Working collaboratively with other HS2 delivery teams to roll out leading edge developments and best practice
- Generate and promote awareness and understanding of Health and Safety at all levels in the business.
- Develop and maintain Health and Safety processes for the business.
- Author, up date, amend and issue the Project Health and Safety Plan thoughout lifetime of the Project.
- Carry out an evaluation of compliance against the legal register and use internal and external auditing data to carry out an annual Health and Safety review of the business performance in line with OHSAS 18001 requirements
- Ensure that new legislative requirements which will have an impact on the project, are identified and reviewed and acted upon accordingly.
- Develop schedules for surveilance. These include internal audits of all parts of the business including supply chain, audits by the CJV team, audits by HS2 and their advisers and any third party audits required to meet the needs of the participating companies
- Lead internal auditing of all parts of the business including supply chain.
- Prepare and attend external audits of HS2 project work across all delivery offices with regards to the conformance with OHSAS18001
- Collate Health and Safety data, monitor Health and Safety performance and report against objectives and targets.
- Provide monthly reports to the Board via Dashboard and the Project Director on specified issues.
- Continuously improve the safety maturity of the team using a basket of measures to deliver increasing levels of discretionary health and safety effort in the team.
- Create, roll out and continuously improve training and support for training where required, e.g., Health by Design etc.
- Responsible for expert input and advice around Learning and Development with specific regard to Health and Safety related course content required by the teams.
- Ensure that all accidents, incidents, near misses and dangerous occurrences are reported and investigated thoroughly and where necessary reported promptly to the enforcing authority and internally escalated as required.
- Constantly monitor trends from the wider HS2 programme as well as external trends acros industry and ensure that these are taken on board in Health and Safety planning and roll out of skills related courses and in documents that inform others around
- Review method statements including site and activity risk assessments for proposed site works.

- Work with the CJV team to develop thinking around Health by Design and embed this within the design process.
- Will support the participating companies to deliver health and safety in accordance with their respective management systems and will be open to what this entails.
