Job Title: Traffic Safety & Control Officer

Location: Ashford - Kent, M20 - J10a
Max Annual Salary: £40,000 (Please remember that the Max Annual Salary is just a guideline for what the manager could pay if they find the right candidate).
This is a permanent, full time role.
Summary of Role: To manage the TM for the M20 Junction to ensure the works are delivered to meet Highways England expectations generally working within larger teams or self-sufficient on smaller projects. They should be comfortable with decision making and have a sound understanding of not only the safety, programme and quality implications of decisions but also the commercial implications. Will require previous experience of a TSCO role on motorways, preferably on the M20.
Tasks & Responsibilities:
Technical Capability
Information and knowledge management
- Liaise with the client, police, traffic officers, maintaining agents, contractors and internal construction staff.
- Planning and controlling the works; liaising with all engineering departments
- Input into traffic management design - decisions on layout, CCTV systems, temporary barriers, speed cameras & diversion routes
- Ensuring temporary traffic regulation orders and road space are in place (SRW)
- Ensuring regional control centres (RCC)and vehicle management signs (VMS) are in place
- Assessing work site activities in relation to the traffic management plan
- Communicating the plan to other parties
- Implementation of temporary traffic regulation orders
- Recovery operation management
- Abnormal load liaison
- Emergency routes planning and distribution
- Dealing with incidents
- Organising and coordinating rolling blocks
- Reporting of incidents
- Delivers work beyond customer expectation.
- Evaluates success of completed work and proposes improvements.
- Challenges provided information and the principles behind it.
- Anticipates problems and proactively resolves them.
- Engages with consultants and manages the development of engineering solutions and designs.
- Takes the lead in resolving logistical problems.
- Confidently makes decisions based on judgment and with knowledge of the full range of impacts.
HSE
- Manage subcontractors and suppliers to construct the works safely.
- Ensure that risk assessments and method statements are reviewed, maintained (traffic management, white lining, safety barrier etc)
Project Management
- Familiar with the project life-cycle and able to contribute effectively at each stage.
- Assist where possible with the development of the construction methodology.
- Fully aware of the resource required to effectively complete a section of work.
- Manage site activities to ensure works remain on target.
- Knowledge of Employment Legislation.
- Knowledge of Industrial Relations.
- Knowledge of Public Meetings.
- Knowledge of dealing with Media and VIP's.
Financial Management
- Effectively manages site reporting such as record sheets, site instructions etc.
- Capable of putting together cost estimates for sections of work.
CSCS: Required CSCS card.
Qualifications: Lantra 12A Foreman certificate.
TSCO card.
Relevant Experience: Experience as a TSCO on motorways required.
