Our client is currently sourcing an experienced Resources Manager for their large rail project from Central London on a long term contract basis.
Reporting to the Delivery Manager the main purpose of the role is to maintain and control all resources required for delivery of the depot work programme on site.
Responsibilities
- Confirm that in-house resource utilisation is maximised and external resource ordering (people, plant, tools and equipment) is completed in the most efficient manner possible, whilst keeping safety as the first priority at all times.
- Liaise with suppliers to make sure the provision of site requirements are in place. Monitor all resource skill sets are compliant and in line with Company and Industry (Rail) standards and intervene where necessary.
- Confirm that site documentation is in place ahead of each worksite deployment and that reports are received back from site. Liaise with the site access control company to make sure these documents are distributed and signed / returned where necessary
- Proactively identify problems and seek solutions to resourcing and logistics issues. Pay particular focus to staff working hours, travel time and welfare vehicle provision.
- Monitor site resources spending and prevent any exceed of budget for each job.
- Complete periodic site visits to affirm compliance and better understand site concerns.
- Accountable for all Track grades staff. Plan labour staff resources effectively to minimise under-utilisation and make rostering decisions to remain compliant with the Network Rail procedure on Working Hours for Safety Critical and Safety Related Staff.
- Support with the procurement of ancillary track items: ballast, rail and sleepers, S&T and E&P equipment and general consumables whilst staying within budget requirements.
Skills/Experience required
- Demonstrate people management experience within the construction / railway industry
- Understand industry guidelines re: rostering, working time and fatigue.
- Highly effective motivator with strong written and spoken communication skills and capable of interfacing at all levels in the organisation
- An ability to handle short term pressures arising from short term deadlines to achieve operational targets
- Understanding of the commercial and financial Depot landscape (budget, forecasts, actual status)
- Experience in report writing, numerical data manipulation and system interrogation/analysis
- Computer literate in MS Office applications and the use of NR ordering software, Call-Off Order Management (COOM), iProc, Network Rail Online Logistics (NROLL), iStore
