The Configuration & Change Management Lead Engineer is based at one of our various locations around the UK, leading the configuration and change management activities across the signalling project portfolio. The Configuration and Change Management Lead Engineer will be the UK process correspondent for configuration and change management and will ensure that the configuration and change processes are embedded across the business. The role also has a multifunctional dimension leading the implementation and supporting the project and design engineer teams with the capture and management of contract and system configurations throughout the project life cycle.

These projects use the wide range of signalling technologies including the SMARTLOCK interlocking system, Modular Control Systems, VHLC and Electrologix systems and trackside modules including smart I/O. Our projects are multidiscipline, complex and are strategically important to our clients. Our engineering teams are supporting some of the most significant projects within the UK.

pOSITION OVERVIEW

Manage and undertake the required system engineering activities within the following areas:

Lead the implementation of Management of Configuration and Change Management processes across the project portfolio, also liaising with the process owner based in our corporate centre as well cooperating with the configuration and change management global community. The role also has a requirement to, where work is sub contracted, ensure system configurations are exported and controlled to third parties and changes are managed in line with the process. This will involve system definition being documented during configuration capture, production and the formal issue of system release notes through key stages of the project life cycle, manage the closure of open configuration issues during design, verification, construction, validation and formal closeout stages of the project.

The role requires that support is provided to the project engineering and design staff to enable them to capture contract, system and project configuration requirements within the approved tool set and to ensure that change management is also implemented in accordance with the process and tool set. As the Configuration and Change Management Lead Engineer you will be responsible for ensuring that project and design staff are trained in the configuration and change management processes and associated tools.

The role requires implementation of the organisation’s system engineering management processes with the project and design teams across multiple sites as required. This will involve supporting the project and design engineering teams with technical guidance, leadership and monitoring of the configuration tools set and processes.

Support the develop project technical instructions to enable the projects configuration activities to be formally documented.

Mentor, coach and train non-project staff when required on the use of tools and process to support the development of formal configuration management within the UK environment.

RESPONSIBILITIES

The Configuration and Change Management Lead Engineer reports to the Signalling Software and Tools Manager within the engineering structure, the role will require work to be executed across the company’s project portfolio.

Training of staff on the configuration tool set and define staff competence.

Support Design and Project Engineering staff to capture project configuration and effectively implement change management processes using the approved tool set. Set up and define the configuration and change management structure in line with the approved processes and using the approved tool set during the tender phase, update upon contract award and maintain the requirement structure throughout the project life cycle.

To meet the key deliverables of the role the Configuration and Change Management Lead Engineer shall be responsible for the following tasks:

Produce the project configuration and change management plan.

Create and maintain the project in the approved configuration and change management tools.

Perform key user duties for configuration and change management tool.

Analyse the stakeholder needs and expectations to establish the configuration for a system.

Liaise with client at various levels and the system design authority to confirm system configuration requirements.

Work with the V&V and requirements leader to assign configuration to correct subsystem and maintain traceability record.

Ensure submitted entries are correctly populated and defined.

Setup plan and facilitate configuration and change coordination meetings particularly between subsystems and interfaces.

Verify that configuration and changes are clearly recorded with any supporting information documented/traceable.

Review Change Proposals and support the project team to identify new configuration as part of configuration change Board Process.

Report the change status to relevant stakeholders (closed, modified or new system configuration),

Support the production of the verification and validation reports

Confirm discipline CRE is recording configuration correctly, adequately defined, categorized.

Confirm issues are being actioned / progressed

Ensure open issues are exported to and recorded within ClearQuest at baseline freeze.

Escalate safety issues to the PrEM and or CEM

Provide project configuration and change management progress reports / KPI reports.

Provide configuration and change management training as required

Undertake the duty of process correspondent for configuration and change management

Support the Competence Manager with the execution of the internal competence management scheme.

Undertake mentorship, coaching and give seminars to support the succession planning throughout the Engineering business.

Qualifications:

Degree or equivalent Engineering Qualification

Experience

Essential:

Excellent communications and IT skills are required. Previous experience of working within a system engineering process environment is essential. Experience of applying RSSB, Network Rail and Industry recognised standards and team management skill are required.

Desirable:

Knowledge of GB Mainline, signalling design, installation or testing, with knowledge of railway construction methods and materials used is desirable. Use of database software (such as DOORS/Reqtify) and configuration capture. Knowledge of processes and procedures
