Lead Cost Engineer in London, London, United Kingdom
1. Purpose of the Job
* As part of the sector leadership team, works with the Sector Commercial Manager, Delivery Director, Project Managers and other team members to analyse and report on the cost status of the works.
* To supervise and support cost engineers working on the project.
* To consolidate and analyse all cost data and to brief the Sector Commercial Manager on the cost status of the works.
* Co-ordinates the implementation of the Change/Trend Program within the sector. Co-ordinates weekly Trend meetings and ensures the timely raising and resolution of Trends.
2. Principal Accountabilities
* Responsible that all cost data is recorded, analysed and reported as per the approved procedures and guidance notes on behalf of the Sector Commercial Manager.
* To actively manage and support the Cost Engineers working within the projects, so that they are able to meet their own deliverables in terms of quality and timeliness.
* Responsible that the Cost Management database is maintained correctly and ensures that forecast and budgeted costs align with cost flows for EV purposes.
* Responsible for weekly and period reporting requirements are met.
* Participates in re-forecasts as required by the Programme.
* Provide guidance and direction to Contractors to ensure compliance with the Contract.
* Interface with contract administration on contract issues and status of changes. Provides assistance with assessment of changes.
* Participate and manage the preparation of cost studies utilising historical data, statistical analysis and cost and quantity comparisons. To help innovate and develop new techniques as required to meet specific needs.
* Assists projects in identifying and assessing changes.
* Participates in and contributes to Value Engineering studies.
* Take reasonable care of your own and others' health and safety and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to the Crossrail Target Zero principles.

3. Main challenges of the job
* It is essential that the Lead Cost Engineer is seen to be a key member of an integrated project team and can demonstrate that they have a full knowledge of the project scope/ schedule and all cost related issues
* The Lead Cost Engineer must be seen to be proactive relating to all cost and schedule issues (leadership).
* The Lead Cost Engineer should always be prepared to question if there are any alternative options available when change is identified to ensure that the effect on cost and schedule is minimal.
* All required cost information needs to be delivered in line with the project reporting timetable as part of a 4-weekly reporting cycle.
* Work closely with team members to ensure that there are no cost surprises.
5. Person Specification
* Experience and demonstrated skill in cost engineering functions, including cost estimating, cost control and cost analysis.
* Construction experience as a Cost Engineer preferable on a mega project / portfolio of large projects.
* Skilled in oral and written communication, with demonstrated skill in presenting cost engineering information to management/clients.
* Proven skills in the efficient management of others.
* Demonstrated skill in identifying, analyzing and solving problems.
* Knowledge of engineering, procurement, contracts, construction and startup work processes.
* Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
* Bachelor's degree or equivalent, preferably in Engineering or Construction Management or Quantity Surveying or equivalent experience.
* An advanced level of Excels skills desirable.
* An intermediate level of forecasting, scheduling techniques and risk analysis.
