Title LRT Deputy Director (Maintenance)
Position Overview Reporting to the Maintenance Director, manages the maintenance of the fixed infrastructure. The fixed infrastructure includes all non-vehicle assets, including track, traction power substations, overhead catenary, train control, communications, and facilities maintenance of stations and the maintenance facility.
The Deputy Maintenance Director shall ensure a commitment to safety through effective leadership, role modeling and implementing practices that demonstrate safety is a fundamental value and a priority in all aspects of work.
Key Responsibilities
- In support of the Maintenance Director, lead strategic and functional initiatives for the Maintenance and Rehabilitation scope;
- Managing and supporting the client relationship, including providing required reporting
- Develop maintenance and rehabilitation plans for the fixed infrastructure, including job plans, work instructions, and input into CMMS (Computerized Maintenance Management System) development
- Ensure that the fixed infrastructure maintenance regime is adhered to and complies with all relevant legislation
- Set performance goals and objectives for fixed infrastructure maintenance departments and facilitate development of strategies to meet or exceed performance objectives
- Develop initiatives for continuous improvement in maintenance operations, equipment reliability, cleanliness, and state of good repair
- Develop and manage a resource plan to deliver fixed infrastructure maintenance in accordance with performance requirements.
- Direct workforce functions for fixed infrastructure maintenance, including administration of workforce hiring and training plans, apprenticeship programs, employee relations and recognition
- Develop and cascade employee engagement strategies through fixed infrastructure division;
- Participate in design reviews for fixed infrastructure elements. Provide maintenance commentary on proposed designs and manage interface risks
- Manage fixed infrastructure maintenance activities and priorities for the site;
- Responsibility for fixed infrastructure budget and related Key Performance Indicators (KPIs);
- Ensure that fixed infrastructure employees deliver maintenance service meeting performance objectives;
- Implement Health, Safety, Quality and Environment (HSQE) initiatives in the fixed infrastructure group;
- Develop and maintain strong working relationships with employees and the customer;
- Create a challenging and supportive work environment that inspires safety, accountability, and teamwork;
- Establishing training goals and requirements specific to fixed infrastructure personnel
- Flexible to work various schedules based on business demands (evenings, weekends etc.)
Required Knowledge & Skills
- Bachelor's degree in Business Management, Engineering, or related discipline;
- A minimum of ten (10) years of relevant management experience in a rail operations & maintenance and/or service-delivery role;
- Strong leadership ability and excellent interpersonal skills;
- Demonstrated ability to manage budgets and performance through KPIs;
- Experience managing teams of maintenance personnel
- Ability to operate independently, while establishing strong working relationships with co-workers and cross-functional teams
- Strong systems/railway engineering background and previous experience in maintenance policies/ practices
- Knowledge of maintenance principles and practices and an ability to apply such knowledge to rail infrastructure maintenance
- Experience in starting up a new maintenance operation is considered an asset
- Knowledge of rail industry legislation and safety case obligations is considered an advantage
- Experience managing major subcontractors is considered an asset
- Ability to develop and maintain responsive, goal-oriented, effective work teams and positive working relationships with all levels of management
- Ability to communicate clearly and effectively in oral and written form.
- Ability to facilitate meetings, speak to individuals or groups, and present information in a clear and logical manner.
- Demonstrated leadership, interpersonal, and analytical skills to identify, evaluate, and resolve complex management and operations-related issues in a proactive manner, including implementing process improvement techniques, and conflict management
- Ability to work in a fast-paced environment.
