Ford & Stanley - The Rail Recruitment Experts are looking for a QHSE director who can set a QHSE policy for a joint venture that is very much in the public eye. You will be taking responsibility for an organisation with nearly a thousand employees and a business that is used annually by 40 million passengers.
We need a QHSE director who can ensure that safety is the top priority.
The Opportunity
The DoHSQE drives the highest standards of safety, environmental stewardship and quality through the organisation and ensures compliance with the relevant regulations. You will be responsible for setting the overall strategy for HSQE, will be the resident 'Professional Head of Safety', responsible for discharging the MD's safety responsibilities through the various organisational functions at a strategic level and insuring that safety is paramount.

Role and Responsibilities:
The Director of HSQE will be required:
- to encourage and promote a robust safety culture throughout the Company and ensure that the Company works pro-actively to identify and mitigate potential areas of safety risk.
- to take accountability at the Board for ensuring that the Company has a health and safety strategy which meets all requirements of group standards and industry legislation.
- to review and uphold policies, procedures and work instructions intended to minimise or eliminate risks to the occupational health and safety of the Company's employees, as well as contractors and visitors
- to ensure that all reasonable pre-emptive steps are taken to avoid risks to third parties as well as to the Company's own people and property, through the systematic use of incident prevention techniques, staff training, hardware design and communication with external bodies
- to investigate any incidents which cause actual injury or damage or which might have done so, determine the root cause of such risk and ensure that suitable remedial actions are implemented;
- to ensure that all RIDDOR reporting is completed to the required standards and within the requisite timescales;
- to develop and implement the Company's approach with respect to environmental management, such that sustainability and the Company's corporate and social responsibility are factors in all major business decisions, company policies or operations;
- to lead the redesign and implementation of a structured Safety Management System
- to use internal audits and external benchmarking to ensure that the Company is recognised by its shareholder and its client as representing best corporate practice;
The Candidate
Essentials
- high level HSQE experience,
- demonstrable leadership qualities,
- must either hold a NEBOSH Diploma or be willing to achieve one within an agreed period of time;
- The credibility, authority and communication skills to represent the Company and to build a rapport with key stakeholders
Specific attributes or skills which would be desirable include:
- previous experience at a senior management level in transport operations, preferably in light or heavy rail;
- sophisticated interpersonal skills and professional credibility, including the ability to listen, to influence, to inspire and to command respect;
- experience of handling safety incidents, including the legal, employee and PR interfaces;
- NEBOSH Diploma (or equivalent);
- knowledge of current environmental standards and legislation
- Experience in implementing a Safety Management System in a complex service business, ideally in a transport operating company.
