Estates Officer (Technical)
Purpose of the Job
To assist with the management, care and maintenance of land and property controlled but not currently delegated to a contractor or supplier, for the delivery of works and services. To assist with overseeing works to third party properties required as a result of project tunnelling activities.
Principal Accountabilities
Reporting to the Senior Estates Property Manager, undertake regular inspection of vacant and occupied sites to ensure they are not misused and remain health and safety compliant. Assist in preparing reports and inspection records.
Interface with appointed term service contractor to agree and prepare, co-ordinate, supervise and execute small works. To undertake reactive repairs, to oversee and inspect works and work with the Estates Officer (Quantity Surveyor) to validate claims for payment.
Assist and advise the Senior Estates Property Manager in the preparation of annual budgets for planned maintenance, facilities services, reactive and annual works.
Monitor health and safety on site and report/record any incidents. To undertake site inductions, maintain records and undertake quality checks on security provisions.
Monitor and organise regular maintenance inspections of tenanted property or land to ensure compliance with statutory, leasehold or licensed requirements. Where necessary take safe custody of assets and chattels acquired and assist the Senior Estates Property Manager to develop an asset list where applicable.
Monitor for statutory compliance i.e. with fire, planning, building regulations, waste, asbestos, insurance, pedestrian safety and other necessary regulatory requirements affecting estate management liability and mitigation of risk.
Provide assistance in the provision of a building, engineering and quantity surveying management service for identified land and property controlled by Estates.
Maintain the register of insured properties following the handover or handback of land or property.
Job Description
Assist the Senior Estates Property Manager in the ongoing process, administration and management of site possessions and/or hardbacks to ensure timely occupation or yielding up of land or property.
Assist in other roles as required that will support wider Estates related activity

Main challenges of the job
Assist in taking possession of land and property required for purposes and establish site occupation arrangements
Assisting with ensuring that the non-operational estate is statutory compliant, safe, well maintained, secure and financially accountable.
Assist to identify, provide, monitor and manage reactive and planned maintenance works, essential repairs, security guarding and other maintenance services to mitigate corporate liability for the land and property it controls
Liaise with parties for the successful delivery of estate works including gaining consent, raising specifications, reviewing estimates, issuing task orders, and providing cost management support
Establish and maintain work audits, cost control and the engagement of support services to ensure effective maintenance management of non-operational Estate.
Manage the interface between project contractors and Estates to achieve consistent control of land and property
Provide a flexible works service that is capable of protecting, maintaining and meeting a range of demands providing versatility, direct control and value for money in the management of the estate
Project delivery team regarding the extent and timing of their requirements for access and entry to land and property
Facilities management contractor and task force
Professional advisors and suppliers regarding the delivery of services required to achieve entry to land and property
Project Engineering, Environmental, Quality Assurance, Commitments and CDM Co-ordinator teams.
Project contractors regarding the transfer of site control at the beginning and end of works
London Underground, Network Rail and other statutory undertakers regarding entry to land and property required for their works
Agents and suppliers regarding the commercial exploitation of land and property assets
Successor owners and occupiers regarding the transfer of assets and liabilities at the conclusion of the works.
Person Specification
A property related background, with, or working towards, an appropriate professional qualification
Relevant experience in estates maintenance management, specifying small works and repairs and quality inspections
Knowledge of environmental and health and safety legislation in respect to the control of land and property
Good understanding of software support systems
