Job Purpose -

To produce high quality, commercially viable, work winning tender bids delivered to a well-managed programme in accordance with the tendering procedure and submitted on time.

Responsibility and Objectives -

1. Manage the tender process
* Manage tender from allocation through to award of contract
* Effectively manage multiple tenders at any one time
* Compile tenders correctly including carrying out take offs, obtaining support from operations, procurement and commercial teams, carrying out tender reviews and adjudication
* Identify critical deadlines that will impact tender completion and manage workload to suit
* Populate information on tender database

2. Produce winning tenders
* Explore opportunities for innovation, efficiencies and alternatives through constructive challenge
* Accurately assess the optimum net cost of projects with a full understanding of the risks and opportunities
* Ensure the bid reflects a challenged and agreed programme
* Issue enquiries to subcontractors and suppliers to gain competitive prices for materials and services, in conjunction with the QS and procurement teams where appropriate
* Evaluate and compare the returned quotes and provide recommendations
* Conduct site meetings with relevant sub-contractors/operations team members to develop the best solution

3. Build and maintain effective and genuine client relationships
* Prepare TQs and send to the client to seek clarification
* Identify and complete tender clarification assumptions
* Assess client documentation and use to develop a work winning strategy
* Produce accurate and clear pricing, and high quality supporting documents
* Seek client tender feedback and respond accordingly
* Prepare post tender interview presentations

4. Ensure effective internal engagement and handover
* Produce tender handover presentations to fully inform the project team
* Engage with operations teams during and beyond handover to ensure that maximum advantage is gained from knowledge gathered at tender stage
* Share knowledge with other departments on key suppliers
* Ensure clearly structured documentation is stored within IT system

5. Coach and Develop Estimators to deliver winning tenders (Senior Estimator only)
* Support the Estimating Manager in the coaching and development of the Estimators

Qualifications/Experience

Construction Qualification at HNC level or above
MS Office Experience
Estimating/Senior level Estimating previous
Rail / Construction
