Purpose of the Role

To develop dependable supply sources and purchase all materials to the Company's exacting business requirements, at competitive rates, within budget and ensuring deliveries to the Rail Grinding fleet are on time. Arranging payment for verified goods and services within the Rail Grinding organisation. Manage a small team of stores personnel on a day to day basis ensuring the team are compliant in all their duties undertaken.

Key Accountabilities

  • Safety - Actively demonstrate support for the implementation of the Colas Rail Limited Safety, Health, Environment and Quality (SHEQ) strategy, associated with the safe operational delivery and performance of Rail Grinding machines and crew.
  • Profitability - Ensure through the optimization of machine performance and staff competencies that services are delivered to the expectations of all customers with regard to quality and quantity, driving performance related penalty charges to wards zero.
  • Quality - The reputation of Colas is significantly influenced by the effectiveness and quality of the services we deliver and the competence and professionalism of the staff delivering and managing (real time) those services, the post holder must ensure that operating crews have the necessary training and competence to safely and consistently deliver the quality demanded by today's railway.
  • Respect - Treat people in a fair and consistent way at all times and work to understand internal and external client's needs and requirement.

Key Tasks

  • Must be experienced or work towards the use of Network Rail Fleet Asset Management System (FAMS)
  • Manage 100% of all buying for the Rail Grinding fleet: Investigate suppliers, reverse engineering etc and Arrange relevant PO and Requisitions.
  • Instill self-sufficient and proactive behaviour within the Materials & Procurement team.
  • Develop buying processes - challenging the “norm” and delivering products as commercially and logistically efficient as possible.
  • Remove significant “middle-men” providers from the supply chain.
  • Implement pragmatic and automated processes, with a drive to achieve 100% “Paperless” systems
  • Implement “Paperless” processes in the Materials & Procurement team through: Removal of current MRD Process, Implementation of FAMS driven Process and Training and Development in Summit.
  • Implement drop-shipping and remote warehouse and off-site storage & managed distribution.
  • Produce Period-end report into parts usage including Cost broken down by Network Rail and Colas Rail liability and other criterion.
  • To manage two significant warehousing locations in co-operation with Depot Manager: Rugby Oil Stores and Rugby Stores.
  • To manage and develop materials storage systems: Continue to manage racking and warehousing in accordance with SEMA standards and Continue to develop existing projects for efficient storage including high-intensity storage systems.
  • To remove legacy product codes and implement 100% FAMS NR-13 Type barcoded solutions.
  • To manage and control all Materials Handling solutions including the procurement, ongoing management and controlled, planned, preventative maintenance of current Rail Grinding Fleet: FAMS Trolley, Powered Pallet Trucks, Powered Electric FLTs, Manual Pallet Trucks and Manual Pick and Pack Trolleys
  • To manage the competency of Materials and Procurement staff and their ability to safely operate Materials Handling equipment.
  • To ensure all waste from the stores is safely disposed of in the correct manner: Recycling target of 95%, On-Site sorting, managing staff attitude to site tidiness and upkeep.
  • Ensure high levels of safety, performance, attendance and behavioural standards.
  • Report to Colas Control as required including for accidents, incidents, emergencies or operational issues, booking on and off duty, notification of exceedance etc.
  • Work to applicable safety plans, guidelines and method statements
  • Comply at all times with Section 7 of the Health & Safety at Work Act 1974
  • Any other reasonable duties as required from time to time

Person Specification

The job holder will:

  • Possess a reasonable knowledge of the output and capability of Rail Grinding machines operated by Colas.
  • Be assertive, confident and fair when dealing with any issues and be a proven team player with a logical searching mind.
  • Participate in regular monthly safety meeting.
  • Participate in Accident and Incident reporting and investigation as instructed and in accordance with the Safety Management System.
  • Ensure that mandatory PPE is worn as required
  • To hold or work towards training and assessing qualifications
  • Must have excellent Microsoft office skills
