Principal Transport Modeller in LONDON, United Kingdom


Overview of project/role

Network Management works 24 hours-a-day, 365 days a year operating and maintaining London's road network, making sure journeys are safe for all our customers and embedding healthy streets into our day-to-day operations.

You will be working in the Network Performance team, which is responsible for setting up and operating London's 6,300 sets of traffic lights so that they work for everyone who wants to use them. You'll be supporting the real time operation of London's road network by ensuring that traffic signal expertise is available to the Network Management Control Centre 24/7, and you will support the Network Performance Delivery team as expert users for developments of London's road network control systems, including modelling.

As Principal Transport Modeller you will play a key role within a policy responsive team with the remit to design, introduce, maintain and enhance appropriate road traffic and pedestrian strategies and traffic systems on London's streets through the use and development of latest traffic modelling tools and techniques.

You will provide industry leading technical knowledge of one or more traffic (including pedestrian and cyclists) modelling packages and will ensure the development and use of these packages fits with the strategic aims of the Mayor. Through the efficient and effective use of London's Traffic Control system, congestion management, modelling and other tools, you will maximise the performance of London's traffic signals network for Transport for London (TfL) and specifically Journey Time Reliability (JTR) on Mayoral Corridors.

Key Accountabilities

  • In support of TfL's Network Management Duty, through the use of advanced modelling techniques, manage the provision of detailed network impact assessments of schemes, to analyse the impact of demand changes on the road network, and support the TfL Traffic Manager's Network Performance Delivery (NPD) team
  • Following detailed multi-modal network modelling, direct and lead a team to devise and implement traffic signal timings and strategies in order to ensure the efficient operation of the traffic network, in accordance with the Transport Strategy. To manage the delivery of traffic signal timing reviews including detailed design
  • In relation to the assessment and optimisation of transport schemes in London, provide technical and analytical direction to senior management, sponsors, highway authorities and designers of traffic schemes in London
  • Lead on developing, auditing and enhancing the design of schemes through the use of TRANSYT, LINSIG, ARCADY, PICADY, VISSIM, SATURN, VISUM, AIMSUN, LEGION, VISWALK etc. and drive the area of expertise forward
  • Provide specialist support to the team in support of the development of strategic and tactical modelling capability through demand and traffic assignment methodologies, techniques and applications and provide specialist advice to clients, partners, consultants and internal staff on any of the following: highway traffic assignment, demand, deterministic, pedestrian, environmental and micro simulation modelling
  • Plan, check and approve assessment studies in relation to traffic control strategies, modelling applications and developing innovative techniques
  • Liaise and collaborate with relevant TfL and external partners, suppliers and stakeholders to develop best practice and interfaces between modelling platforms. To evaluate new software and assess its suitability for use in NPD
  • Track progress of team's work, including management and control of consultants, contractors and other suppliers against agreed work schedules, identifying delays, implementing corrective actions where necessary

Skills, Knowledge & Experience

Skills

  • Considerable expertise in the practical application of traffic assignment (SATURN, AIMSUN or VISUM) and micro-simulation (VISSIM or AIMSUN) tools (Essential)
  • Proven ability to work as a part of an industry leading team in a delivery-focused environment (Essential)

Knowledge

  • Industry leading, specialist in-depth knowledge and understanding of relevant modelling tools such as TRANSYT, LINSIG, VISSIM, SATURN, VISUM, AIMSUN, LEGION, VISWALK and MoTiON etc. (Essential)
  • Awareness and understanding of Urban Traffic Control and local control techniques including SCOOT (Highly desirable)
  • Qualified to degree level or equivalent in a relevant discipline and ideally Chartered, or possessing considerable relevant experience as outlined above (Desirable)
  • Understanding of the Traffic Management Act 2004 and the Network Management Duty (Desirable)

Experience

  • Relevant project / programme management experience in engineering, environmental preferably related to an industry leading traffic/transport system operations in a major city (Essential)
  • Experience of the integration of micro-simulation with SCOOT (online) (Highly desirable)
  • Partnering experience with senior stakeholders, e.g. clients, boroughs, consultants, research bodies (Desirable)
  • Experience and ability to write professional and concise reports of a technical nature to various audiences (Desirable)
