You will need:
Essential
Proven experience in leading and managing benchmarking activities and the ability to put in place learnings from audits, peer reviews, incidents, new technologies, and practices from within the organisation.
- Relevant experience at a Senior level in representing on external bodies including governmental, regulation and professional institutions in support of the systems engineering.
- Proven history of leading and directing and organisation and its internal teams through the process of change and guiding on the necessary adjustments to programme deliverables and organisational structures to realise benefits.
- Proven ability and significant experience of negotiating at senior level and balancing the views of a range of stakeholders.
- Previous experience of managing all functional talent and succession planning activities, facilitating movement across teams and organisations to support project delivery.
- Experience of leading and directing the operation of a team in a successful systems engineering environment.
- Expert knowledge of system safety methodology and approach.
- Extensive experience in the leadership of multi-disciplinary design for £multi-million programmes in the infrastructure sector.
- Expert knowledge of engineering processes, assets and products.
- Proven history of the management of large profit and loss accounts.
- Proven ability in leading large teams across multiple disciplines and geographic locations in a complex matrix organisation.
- Expert knowledge of Health & Safety, quality and environment legislation and best practice.
- Proven ability to lead the process of embedding learning through sponsorship of business change and lateral learning events.
- Fellow status of a relevant professional body.
Desirable
- Experience of developing, implementing and managing data and information management systems.
- Experience of LEAN and continuous improvement techniques.
The Role:
Leading and directing SCADA (Supervisory control and data acquisition (SCADA) is a system of software and hardware elements ) programmes and projects. Providing technical leadership for systems engineering across IP, their interdependencies and any risks or issues that arise.
What you will do:
- Own the programme vision for the delivery of systems engineering and engineering business improvement projects and maintain the alignment to Network Rail’s strategic direction.
- Develop and deliver the strategic vision of integrated systems engineering capability for Infrastructure projects, by development of policies, processes and tools to define and support the strategy for railway systems capability within IP.
- Direct and lead the delivery and implementation of the programme, taking personal accountability for its outcome(s), the realisation of their associated benefits, and the management of key strategic risks in line with the appropriate governance arrangements.
- Manage and support the Programme and Project Managers, and lead the interface with senior stakeholders and deliver effective interfaces and communications to all stakeholders.
- Commission and chair reviews both during the programme and following programme closure that formally assess the programme’s continued alignment with its objectives, capability of delivery and measurable achievement of benefits.
- Lead and direct the IP Strategy and implementation plan for Systems Engineering capability.
- Lead and direct the IP Strategy and implementation plan for Asset Information Management across the IP portfolio and in alignment with the overall Network Rail Strategy.
- Direct and support the Heads of Engineering in the establishment and monitoring of rules, specifications and controls such that all IP projects achieve compliance with corporate and legal requirements and standards, and deliver the highest levels of system safety.
- Act as the conduit to the NR Systems Engineering Expert in STE for dissemination of standards and policies.
- Direct the IP Engineering professional communities for system engineering to provide assurance that appropriate competence is available to satisfy the Network Rail’s Health and Safety Management System, via the Head of Engineering, PEM and PE team.
