Nawr gall y rheini sy’n teithio ar y rheilffyrdd ledled Cymru a’r gororau edrych ymlaen at wasanaethau rheilffyrdd a fydd yn cael eu gweddnewid, diolch i fuddsoddiad gwerth £5 biliwn a fydd yn ariannu gwelliannau sylweddol o ran amlder ac ansawdd gwasanaethau Cymru a’r Gororau, yn ogystal â chreu Metro De Cymru.

Bydd y tîm Gweithrediadau Rheilffyrdd yn mynd ati’n effeithiol i reoli Gwasanaeth Rheilffyrdd Cymru a'r Gororau a thwf gwasanaethau rheilffyrdd, gan gynnwys Metro De Cymru a gwasanaethau Metro eraill dros amser. Bydd y tîm Gweithrediadau Rheilffyrdd yn datblygu tîm masnachol, sy’n ystyriol o ddiogelwch ac sy’n canolbwyntio ar wasanaeth a fydd yn rhoi’r teithwyr yn gyntaf. Bydd yn gwneud hyn drwy sicrhau’r canlynol:

  • Ffocws clir ar sicrhau perfformiad rheilffyrdd a rheoli contractau;
  • Sylfaen o gydymffurfio â diogelwch a sicrwydd sy'n unol â safonau'r diwydiant a Swyddfa Rheoleiddio'r Rheilffyrdd;
  • Rheoli rhanddeiliaid ym mhob rhan o Gymru mewn ffordd sydd wedi'i halinio ag unedau busnes rhanbarthol;
  • Mwy o fentrau yng nghyswllt cwsmeriaid a chyflawni er mwyn sbarduno arloesi, integreiddio a chysylltedd;
  • Bod y gwasanaeth yn canolbwyntio ar welliant parhaus ac ar sicrhau gwerth am arian.

Bydd y tîm Gweithrediadau Rheilffyrdd yn arwain y gwaith o greu gwasanaeth rheilffyrdd trawsnewidiol a fydd yn canolbwyntio ar ymateb i anghenion pobl a chymunedau yng Nghymru a’r gororau. Bydd yn gwerthfawrogi cyfraniadau pobl, yn ymfalchïo mewn llwyddiant ac yn sicrhau canlyniadau. Fel rhan o’r tîm hwn, bydd y Rheolwr Perfformiad Rheilffyrdd yn rheoli ac yn sicrhau bod y gwasanaeth rheilffyrdd a’r amserlenni cysylltiedig yn llwyddo, fel rhan o’r Cytundeb Grant Gwasanaethau Rheilffyrdd.

Y Swydd a'i Chyfrifoldebau

  • Rheoli ac adrodd am berfformiad gwasanaethau rheilffyrdd, nodi tueddiadau a chyfleoedd i wella yn ogystal â gwaith modelu a dadansoddi amserlenni yn unol â gofynion Trafnidiaeth Cymru a Llywodraeth Cymru.
  • Sicrhau bod yr amserlen yn llwyddo a bod prosiectau perfformiad yn cael eu cyflawni’n llwyddiannus er budd teithwyr trên ar draws Cymru a’r Gororau o ran amser, cost ac ansawdd.
  • Adolygu a chyfrannu at ofynion gwasanaeth rheilffyrdd ar gyfer cynlluniau newydd i ddatblygu a gwella rheilffyrdd, sy’n canolbwyntio ar berfformiad trenau, amserlenni, cyfnodau aros sydd wedi’u trefnu (dwell times), cyfnodau o oedi a gorlenwi.
  • Dadansoddi perfformiad ar sail data gweithredol ynghylch unrhyw newidiadau arfaethedig i’r amserlen a’r seilwaith yng Nghymru a’r Gororau ac ar draws y ffin - gan gynnwys data fflyd, atodlen 8, atodlen 4, PPM a’r amser mae teithwyr yn ei golli (LPT).
  • Cynrychioli Trafnidiaeth Cymru yn nigwyddiadau a chyfarfodydd perfformiad y diwydiant rheilffyrdd sy’n rhoi sylw i berfformiad, amserlenni a phrosesau mesur perfformiad, fel Gweithredwr System neu Dasglu Cenedlaethol.
  • Cyhoeddi adroddiadau perfformiad yn fewnol ac yn allanol yn ôl y gofyn. Cadw a chymryd perchnogaeth dros adnoddau rhagolygon perfformiad.
  • Sicrhau bod y tîm Gwasanaethau Rheilffyrdd yn cyflawni’r cynlluniau paratoi tymhorol yn brydlon ar gyfer yr hydref, y gaeaf a’r haf – yn cynnwys goruchwylio a monitro.

Purpose of Post

Transport for Wales (TfW) is the not-for-profit company driving forward the Welsh Government’s vision of a high-quality, safe, integrated, affordable and accessible transport network in Wales. Our mission is to ‘Keep Wales Moving’ by providing customer-focused service, expert advice and infrastructure investment.

Rail passengers across Wales and its borders can now look forward to the transformation of their rail services thanks to a £5 billion investment that will fund significant improvements to the frequency and quality of Wales and Borders services, as well as the creation of the South Wales Metro.

The Rail Operations team will effectively manage the Wales and Borders Rail Service and the growth of rail services, including the South Wales Metro and other Metro services over time. The Rail Operations team will develop a safety-conscious, commercial, servicedriven team focused on putting the passenger first through:

  • A clear focus on rail performance delivery and contract management;
  • A foundation of safety compliance and assurance in line with ORR and industry standards;
  • Stakeholder management across Wales aligned to regional business units;
  • Growth in customer and delivery initiatives to drive innovation, integration and connectivity; and
  • A focus on continuous improvement and delivering value for money.

The Rail Operations team will lead on creating a transformational rail service focused on responding to the needs of the people and communities in Wales and its borders that values people’s contributions, takes pride in successes and delivers results. As part of this team, the Rail Performance Manager will manage and ensure the successful delivery of the performance and associated timetabling of the rail service as part of the Rail Services Grant Agreement.

Role and Responsibilities

  • Manage and report on rail service performance, identifying trends and improvement opportunities as well as timetable analysis and modelling work as required by TfW and the Welsh Government.
  • Ensure the successful delivery of timetable and performance related projects for the benefit of rail passengers across Wales & Borders to time, cost and quality.
  • Review and contribute to the rail service requirements for new rail development and enhancement schemes, focused on train performance, timetabling, dwell times, delays and crowding.
  • Undertake performance analysis based on operational data of any proposed timetable and infrastructure changes in Wales & Borders and cross-border, including fleet data, schedule 8, schedule 4, PPM and Lost Passenger Time (LPT).
  • Represent TfW at rail industry performance events and meetings covering performance, timetabling and performance measurement, such as via System Operator or National Taskforce.
  • Publish performance reports internally and externally as required.
  • Own and maintain performance forecasting tools.
  • Ensure the timely delivery of seasonal preparedness plans by the Rail Services team, covering autumn, winter and summer readiness including oversight and monitoring.
  • Monitor the progress of performance, operational and seasonal risks and make recommendations to support the client’s development of rail performance policy.
  • Populate data rooms with performance data.
  • Assess and recommend delay and cancellation benchmarks and distribute delay data.
  • Understand the financial position of the company and the wider economy, and ensure that value for money is achieved when delivering services.
  • Maintain own professional development and stay abreast of regulatory changes and developments in best practice.
  • Undertake any other duties as required commensurate with the role and grade.

Knowledge, Skills, Qualifications and Experience

Essential:

  • Experience of train performance data analysis, data monitoring and report writing.
  • Strong analytical and numerical skills.
  • Strong rail performance systems and operational knowledge (e.g. Railsys, TRUST, GENIOUS, GEMINI & CCF) including delay attribution and performance measurement.
  • Structured and methodical approach with excellent attention to detail
  • Good people management skills with the ability to operate across multiple layers of management.
  • The ability to represent TfW at rail stakeholder meetings.
  • Clear, considered and timely decision-making skills, with the ability to analyse a situation quickly and consider the risks and opportunities.
  • Able to appropriately use own judgement to make timely decisions and seek to create solutions for overall business benefit.
  • Adaptable to changing circumstances and able to change styles to suit different requirements, people and situations.
  • Able to use discretion and maintain confidentiality as appropriate.
  • Demonstrable experience of planning, prioritising and consistently delivering work to a high standard and by the required deadline.
  • Demonstrable experience of working well under pressure and of working flexibly to manage competing priorities in a high profile, challenging and fast moving organisation.
  • Demonstrable experience of working collaboratively with all parties to deliver a range of business outcomes.
  • Excellent leadership, interpersonal and communications skills (written and verbal) with good influencing and presentation skills.
