Nawr gall y rheini sy’n teithio ar y rheilffyrdd ledled Cymru a’r gororau edrych ymlaen at wasanaethau rheilffyrdd a fydd yn cael eu gweddnewid, diolch i fuddsoddiad gwerth £5 biliwn a fydd yn ariannu gwelliannau sylweddol o ran amlder ac ansawdd gwasanaethau Cymru a’r Gororau, yn ogystal â chreu Metro De Cymru.

Bydd y tîm Gweithrediadau Rheilffyrdd yn mynd ati’n effeithiol i reoli Gwasanaeth Rheilffyrdd Cymru a'r Gororau a thwf gwasanaethau rheilffyrdd, gan gynnwys Metro De Cymru a gwasanaethau Metro eraill dros amser. Bydd y tîm Gweithrediadau Rheilffyrdd yn datblygu tîm masnachol, sy’n ystyriol o ddiogelwch ac sy’n canolbwyntio ar wasanaeth a fydd yn rhoi’r teithwyr yn gyntaf. Bydd yn gwneud hyn drwy sicrhau’r canlynol:

  • Ffocws clir ar sicrhau perfformiad rheilffyrdd a rheoli contractau;

  • Arwain y gwaith o ymgysylltu â rhanddeiliaid allanol o ddydd i ddydd ar ran y tîm Gweithrediadau Rheilffyrdd, bod yn arweinydd ar gyfer fforymau rheilffyrdd ar draws Cymru a’r Gororau, a chodi proffil gwasanaethau rheilffyrdd ar gyfer Cymru a’r Gororau gan sicrhau eu bod yn cael effaith mor gadarnhaol â phosib.
  • Arwain a rheoli cysylltiadau â rhanddeiliaid lleol er mwyn sicrhau bod gwasanaethau rheilffyrdd yn cynnig mwy o fuddion i’r gymuned, a bod gwasanaethau trafn
  • Darparu ymatebion i ymgynghoriadau ar faterion yn ymwneud â gwasanaethau rheilffyrdd, a’u cyflwyno i bartneriaid yn y diwydiant rheilffyrdd.
  • Datblygu ac arwain strategaeth ymgysylltu i ddod â gwasanaethau rheilffyrdd yn nes at gymunedau ar draws Cymru a’r Gororau, ac arwain y broses o roi camau gweithredu Trafnidiaeth Cymru ar waith.

Purpose of Post

Transport for Wales (TfW) is the not-for-profit company driving forward the Welsh Government’s vision of a high-quality, safe, integrated, affordable and accessible transport network in Wales. Our mission is to ‘Keep Wales Moving’ by providing customer-focused service, expert advice and infrastructure investment.

Rail passengers across Wales and its borders can now look forward to the transformation of their rail services thanks to a £5 billion investment that will fund significant improvements to the frequency and quality of Wales and Borders services, as well as the creation of the South Wales Metro.

The Rail Operations team will effectively manage the Wales and Borders Rail Service and the growth of rail services, including the South Wales Metro and other Metro services over time. The Rail Operations team will develop a safety-conscious, commercial, service driven team focused on putting the passenger first through:

  • A clear focus on rail performance delivery and contract management;
  • A foundation of safety compliance and assurance in line with ORR and industry standards;
  • Stakeholder management across Wales aligned to regional business units;
  • Growth in customer and delivery initiatives to drive innovation, integration and connectivity; and
  • A focus on continuous improvement and delivering value for money.

The Rail Operations team will lead on creating a transformational rail service focused on responding to the needs of the people and communities in Wales and its borders that values people’s contributions, takes pride in successes and delivers results. As part of this team, the Rail Stakeholder Manager will be responsible for the rail-related external stakeholder management across the Wales and Borders rail service area, including the cross-border service groups.

Role and Responsibilities

  • Lead the day to day external stakeholder engagement on behalf of the Rail Operations team, acting as the lead for rail-specific forums across the Wales & Borders area, to raise the profile and positive impact of rail for Wales and its borders.
  • Lead and manage local stakeholder relationships to deliver greater community benefits from rail and more local integration of transport services, including active travel.
  • Act as the lead within the Rail Operations team for non-Rail Services train and freight operators who operate across the Wales & Borders area and any neighbouring routes.
  • Provide consultation responses to rail industry partners on rail service matters.
  • Develop and lead an engagement strategy for bringing rail closer to communities across the Wales & Borders area and lead the implementation actions for TfW.
  • Develop, own and continually update the rail stakeholder database ensuring that effective engagement is maintained across all stakeholder groups.
  • Work with the Communication and Customer Services team to develop a set of stakeholder key performance indicators (KPIs) for setting the baseline of stakeholder engagement and developing a plan for growth.
  • Act as the lead within the Rail Operations team for local community, media and political matters.
  • Develop a strategy for and manage the existing and new community rail partnerships on behalf of the Rail Operations team and TfW, as well as working with the Association of Community Rail Partnerships (Acorp).
  • Manage the coordination and administration of Community Rail Partnerships across the Wales & Borders area.
  • Represent TfW at stakeholder events, including rail user groups, transport integration groups, wider TOC / FOC forums, industry events and passenger user groups.
  • Build, lead and manage the Rail Stakeholder team.
  • Escalate and implement mitigation actions from any stakeholder challenges as they materialise. Develop and own account plans for the effective management and support to rail stakeholders and develop a stakeholder satisfaction survey.
  • Understand the financial position of the company and the wider economy, and ensure that value for money is achieved when delivering services.
  • Maintain own professional development and stay abreast of regulatory changes and developments in best practice.
  • Undertake any other duties as required commensurate with the role and grade.

Knowledge, Skills, Qualifications and Experience

Essential:

  • Experience of effectively engaging and managing multiple and varying stakeholders.
  • Experience of delivering strong stakeholder satisfaction, identifying points of contention and finding win-wins.
  • Experience of leading the effective development, delivery and review of stakeholder engagement strategies.
  • Experience of forward planning and of creating and developing stakeholder engagement plans, and of effectively responding to developing and reactive issues.
  • Able to promote collaboration, with a focus on building strong networks and improving overall service delivery.
  • Ability to operate across multiple business levels from executive level to frontline.
  • Experience of establishing and maintaining effective relationships and communicating with a wide range of colleagues, customers and stakeholders.
