Signalling Project Manager / Project Engineer
Salary/Rate: £450 to £550 per day dependant on experience, plus travel expenses
Location: Primarily based in Belfast, Northern Ireland with travel required to other Translink locations.
Role Requirements
The Signalling Project Manager / Engineering Manager will coordinate and manage various Signalling & Telecoms projects involving scope development, design and construction phase works on behalf of Translink. The role is to ensure that the appropriate engineering standards are used in compliance with the requirements of the Guide to Railway Investment Projects (GRIP), relevant legislation, Translink Group and company standards, and relevant Network Rail Standards
You will be required to work with Translink’s Policies and Procedures including Project Management, Procurement, Health & Safety, Environmental and Information management.
Key Accountabilities
• Undertake the role of Signalling Technical Project Manager / Engineering Manager.
• Manage planning and coordination of all related project activities / disciplines, including interface with Permanent Way, throughout the project life cycle.
• Co-ordinate and mange external signalling design team for Grip stages 1-4
• Liaise with programme / project team to coordinate and plan interfaces with other related projects.
• Advise on signalling costs and consideration of value for money.
• Identify and manage project risks and issues at each phase.
• Manage engineering aspects of designated projects’ technical design, construction and commissioning in relation to scope, quality, time and budget.
• Ensure that design, construction and commissioning quality is compliant with relevant Network Rail and Translink standards and procedures, appropriate EU TSI, Railway Group and approved Specifications.
• Prepare cost reports and advise on payment for various design, installation and commissioning activities.
• Manage Change Control advising on need and impact on project and related activities.
• Managing safety, including competence of contractor's design/construction/specialist’s personnel, methodology, and requirements under CDM Regulations.
• Undertake reviews of design and/or construction activities.
• Monitor and arrange audits of adequacy of contractor’s safety, environment and quality of design, construction, testing and commissioning and management systems.
• Monitor and report on Signalling & Telecoms project performance in relation to schedule, cost and quality, risks/issues, safety and environment throughout each phase.
Essential Skills
• Experience of managing planning and design stages for major signalling projects (GRIP 1-4)
• Experience of managing implementation construction stages (GRIP 5-8) for railway signalling projects
• Experience in planning / coordinating multi-disciplinary activities
• Experience in use of Network Rail signalling standards
• Technical qualifications to HND/HNC or equivalent level.
• Knowledge / experience of quality assurance.
• Knowledge / experience of signalling procurement or contract management.
• Experience of cost management for signalling works / contracts.
• Experience in risk management
• Experience in managing Safety on engineering projects.
Desirable Skills
• Experience of undertaking CEM / CRE / DPE responsibilities on Network Rail infrastructure
• Railway telecoms experience.
• Experience in new track or renewal / upgrade projects
• Relevant IRSE Licence
• Degree level qualification and/or charted member of a relevant professional body
• Understanding of environmental issues in engineering works
• Knowledge of project management processes
• Experience in value management / value engineering
• Engineering Safety Management (Yellow book) course.
• Experience on Signalling & Telecoms projects in a ‘European Directive’ environment, including where EU funding is being provided.
• Experience of working on RRI designs, NX panels, HW1000 points, MV Track Circuits, MCB-CCTV, AHBC, MSL, AWS, TPWS
• Experience of Level Crossings types,
• Knowledge and/or experience of other associated engineering disciplines including Permanent Way.
Salary
This is a contract role; the estimated rate is between £450 – £550 depending on experience plus travel and accommodation expenses. The contract will be an initial 12 months with option to extend.
Location
The role will be based in Belfast, Northern Ireland. Due to the nature of the project work, Translink are prepared to offer a flexible arrangement from 3 to 5 days per week including the option for remote working.
Translink’s Signalling Installation Framework Contractor is based in Glasgow and design teams throughout UK, thus travel to these destinations will also be required.
Translink will also pay for travel from the mainland UK and accommodation in Belfast.
