Site Manager ( Track & NR Interface )
Purpose of the Job
Responsible for managing the following:
Track: C610 Contractor’s performance with regard to track works in tunnels including its progress, cost and health & safety aspects. Supported by the works arrangement Manager, overseeing Contractor’s works arrangements to ensure adequate coordination of the works. This scope extends to the works within the railheads, including Westbourne Park, Plumstead and Pudding Mill Lane.
SW/NR Interface: Co-ordinating, managing and communicating the Systemwide contracts Construction interface with Network Rail at the peripheral fringes of the Central Operating Section of Westbourne Park, Plumnstead and Pudding Mill Lane.
Principal Accountabilities
Accountable for the following in relation to managing track works in tunnels:
- Managing the construction and testing of the track works.
- Managing interfaces on site and coordination across contracts with other Construction Managers.
- Keeping the team informed of site progress & performance.
- Reviewing of the programme and the review of payment applications as required.
- Supervising & leading Site Engineers, including reviewing their daily and weekly reports.
- Maintaining contract performance against project milestones, KPIs, programme, budget and other established metrics.
- Managing the track works through Construction, Testing, Commissioning, and Handover.
- Provide input into constructability.
- Assisting the PFE in ensuring Contractor compliance with their Quality Plan.
- Leads the reviews and acceptance of the relevant contractor submittals.
- Assisting the PFE in the management of NCRs and Snag List items.
- Review and acceptance of the Contractor Commitments Compliance Plan in conjunction with the sustainability and consents team.
- Complying with the management arrangements for CDM, within the area of responsibility.
Accountable for the following in relation to SW/NR Interface:
- Construction point of contact between SW team and NR on networks team at PLU, PML and WBP interface points.
- Tracking of upcoming NR interface works and single point of contact for production / approval of WPP, Temp works, access booking, etc between SW and NR on networks team.
- Chairing of regular SW / NR on network construction interface meetings.
- Reporting on success of works carried out in possessions and escalation of issues.
- Update to the Possession lookahead tracker’ for all SW works.
- Co-operate in all matters relating to health and safety, including following safe working procedures at all times.

Main Challenges of the Job
- Responsible for applying the applicable processes that will ensure that the track works are delivered in accordance with the Works Information.
- Manage works that have complex interfaces between sub-systems, and with the civil station and Systemwide contracts, which require effective interface management during implementation, testing and commissioning phases.
- To support compliant handover of the completed works to railway infrastructure operators.
- To ensure contractor compliance with safe methods of railway working, throughout project execution.
- To ensure the internal interfaces between contractors and the external relationships with Network Rail, London Underground and other project partners is managed in such a way as to ensure timely and safe completion of the programme.
- To ensure the contractor complies with their own quality systems.
- To work with the Project Manager’s team to build effective working relationships at the appropriate level within the contractor’s team
Person Specification
- Relevant Engineering qualification, Civil, mechanical, or equivalent experience.
- Experience in track construction and managing track construction of significant value packages of work on a major railway.
- Good technical knowledge and experience in track slab systems in tunnels.
- Knowledge and experience of construction quality systems and processes in a relevant context.
- Knowledge of project controls processes.
- Leadership experience of site-based and preferably also railway ES&H processes and procedures.
- Knowledge of the contractor/ subcontractor’s responsibilities contained in subcontract documents.
- Construction regulatory standards (CDM) experience and relevant experience in Construction Planning & Scheduling.
- Experience of interfacing with Netwrok Rail, DLR and LUL.
