Samuel Knight International are pleased to be recruiting for a major Infrastrucre operations & engineering company, a blue chip international sized business who are taking advantage of the huge public investment in Railways and Utilities across the United Kingdom.
We are seeking a Bid Manager to manage works in Highways, Rail, Utilities and Envioronmental bids. The purpose of this role is to help win strategic work for our client. You would be managing the bids or prposals from qualification stage to contract award; to deliver this, you would be responsible for proposal plans, development, reviews and approvals.
We require candidates who have excellent interface management experience, covering the ability to engage with our clients customers, internal leadership and other stakeholders. This role requires a candidate with experience of managing multi-disicplinary teams & working through technical, management, contract, pricing and other necessities.
All of our clients bids such be delivered accurately, within scope and responsive to key objectives.
As a successful candidate you will join our clients Infrastructure bidding team and have immediate management respinsibilty for at least one bid coordinator. A key part of the role will be effectively working with Sector Directors, Opportunity Managers, Account Managers, subject matter experts, and our clients bid team members.
Key responsibilities and duties include:
- Supporting Sector Opportunity/ Capture Managers prepare Proposal Plans in advance of bidding.
- Formation of appropriate “virtual” team. Ensuring that the right people, with the right skills, are secured for the right roles within the bid.
- Coordinating bid resources with other Bid Managers.
- Managing bids or proposal opportunities from qualification to contract award in line with good practice and company governance requirements.
- Identifying and procuring bid-winning, external resource support as necessary, in liaison with Sector Opportunity/ Capture Managers.
- Managing bid communications (requests for clarifications, etc) with the client team and incorporation into bid.
- Leading progress reviews.
- Co-ordinating and securing the bid reviewers and implementing a review programme.
- Making effective use of graphics, visualisations, images, references and case study material.
- Production of bid approval (governance) documents.
- Reporting progress and Bid Performance.
- Managing the identification of delivery risks and issues, ensuring they are assessed and appropriately managed.
- Providing leadership and support to Bid Coordinators in developing, managing and monitoring progress of submissions against deadlines.
- Coaching and mentoring Bid Coordinators.
- Contribute to continuous improvement by leading workshops, coaching, producing best practice guides and other appropriate mechanisms.
- Advising bid team on template development, use of images and case studies maximising the bid document’s readability and visual impact, within the rules set by the Client.
- Engage/attend client/supplier events.
- Develop and maintain an effective rapport with client/stakeholder procurement teams.
- Managing bid administration.
- Maintaining a monthly bid report (Gantt or similar) summarizing ongoing and planned bid/proposal activities.
- Attend/obtain external feedback reviews and ensure learning from responses (win or lose) is applied to achieve continuous improvement.
- Undertake and share findings from internal lessons learned reviews towards continuous improvement.
- Manage central ‘best in class’ response collateral library.
- Manage sales pipeline through CRM system Salesforce.
- Support Sector Directors and Opportunity/ Capture Leads in market/sector analysis and pipeline.
- Manage effective use/update/renewal of all procurement portals (nothing missed).
Essential Technical Competencies:
- Detailed knowledge and significant experience of independently managing medium and/or high complexity bids, advising and supervising others, and adapting your approach to meet the complexity of the bid.
- Requirements management, i.e. capturing the clients needs to develop a schedule of requirements
- Planning, i.e. the ability to define the fundamental requirements of a bid, e.g. its scope, deliverables, timescales, resource requirements and budget.
- Scheduling, i.e. the ability to develop, produce and maintain schedules of activities that consider dependencies, resource requirements and constraints to realise the efficient delivery of a bid.
- Resource management, i.e. the ability to identify, profile and secure the resources required to deliver a bid.
- Resource allocation, i.e. the ability to allocate bid management resources between bids in order to optimise our return on investment.
- Risk and issue management, i.e. the ability to methodically identify, monitor and plan how to mitigate/respond to risks and issues, and implement the responses.
- Quality management, i.e. the ability to plan, develop, maintain and apply quality management processes to ensure the target quality of a bid is achieved.
- Knowledge management, i.e. the ability to identify, share and promote best practices and lessons learned towards creating an environment of continuous improvement.
- Practical experience of complying with governance requirements at various bid stage gates.
- Detailed knowledge and significant experience of using MS Office Word, Excel and PowerPoint
- Ability to compile, summarise and clearly present large amounts of information.
- Strong data analysis skills.
Desirable Technical Competencies:
- Knowledge of the UK construction market specifically Rail and/or Utilities.
- Working knowledge and practical experience of NEC PSC form of contract.
- Experience of having carried out market and opportunity analysis.
- Working knowledge and practical experience of using MS Project and Salesforce.
- Working knowledge and practical application of Shipley bidding approach.
