Civils & Track 2020 Project Manager in United Arab Emirates
Key purpose
The purpose of this position is to lead, plan and provide comprehensive Engineering and Maintenance consultancy services to the RTA, interfacing with the ExpoLink Contractors on the Route 2020 project covering the mainline power supply rail, tracks, lineside drainage systems, all building structures, landscaping and station environment.
Structure and reporting relationship
This role sits within Route 2020 Project Team reporting to Engineering Interface Manager.

Key accountabilities
Key Tasks
Manage the day to day interaction with the contractor
Review and advice on design as required
Support, review and advice the Contractor on Serco maintenance activities
Advice Contractor and assess ongoing work to decide Go and No Go times to ensure no disruption to the operational railway
To oversee site works and monitor the progress of activities against Contractor’s programme and Method Statement
To be the senior point of contact on-site for escalation purposes to the Serco Engineering/Operations and the RTA team
To be the senior point of contact on-site for escalation purposes to the Serco Safety, Assurance and Environment (SAE)
To be the senior point of contact on-site for escalation purposes to the Contractor
To be the senior point of contact for escalation purposes to the Serco Protection and Planning (P&P) team
To provide timely reports and updates to the Serco Engineering/Operations team and the RTA team
Provide strategic technical input as required
Review, advice, educate and assist the Contractor with PTW/PTE process
Review, advice, educate and assist the Contractor with ACCA process
Assist in obtaining RTA approvals when necessary to assist the Contractor
Continue reviews of the Contractor’s programme against progress
Key interface between Serco Maintenance team for Civil & Track Systems for system upgrades and enhancements
Key interface between RTA RMD for Civil & Track Systems for system upgrades and enhancements
Handover/handback of the assets should be coordinated by project managers, ensuring correct documentation, training, spares are supplied where required
Quality of work verification to be carried out by the project managers
Recommend to the Engineering Interface Manager priority for works where a clash may exist
Hold regular meetings to align the maintenance and Expolink teams
HSQE Responsibilities and Information Security Responsibilities
To be aware of, and play an active role in the development and implementation of the Integrated Management System and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements, to ensure that these are implemented within their area of responsibility
Understanding of personal responsibilities and contribution, and those of their staff (including subcontractors) in achieving compliance with the Integrated Management System and Competence Management System requirements, control measures and legal requirements by contributing to, or leading environmental impacts and aspects assessments, job safety analysis, information security risk assessments and competence assessments within their area of responsibility. Ensure that the results of such assessments are embedded in management systems, that these systems are communicated to those affected. Ensure that staff understand them and the potential consequences of departure from the arrangements in place
To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility
To use safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco’s controlled premises/systems
Ensure that a good HSQE and Information Security culture is promoted within their departments and among their peers, subcontractors and third parties
Lead by example and ensure that ways to conserve energy, water and resources and minimise the generation of waste are identified within their area of responsibility
Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental
Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties
Conduct regular reviews on the HSQE and Information Security Performance within their departments and seek ways to continually improve
Carry out regular health and safety tours and inspections
Essential technical and professional skills , knowledge and qualifications
Knowledge
Ideally a degree or higher diploma in Civil Engineering discipline or equivalent
Professionally qualified with membership in a recognised engineering institution
Skills
Must be a skilled manager in communicating, motivating and developing staff
Must be politically incisive in communicating effectively with government agencies, board members, clients, media/ press, contractors and staff
Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies
Ability to think laterally and analyse and assess a range of information
Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardising human safety, quality and the committed performance targets
Ability to deal with environmental issues relates to civil and track, building structures and landscaping
Thorough understanding of all aspects of safety issues related to railway operations and maintenance
Experience
Minimum 3 years of relevant working experience in the maintenance of civil and track assets covering mainline and depot power supply rail, traction bonding, tracks, lineside drainage system, building structures and landscaping
At least 2 years of supervisory and management experience with the ability to manage a line maintenance and technical support team with an aim to minimise the system unavailability and asset life cycle costs of the civil structures, tracks, power supply rails and landscaping
Experience in maintenance planning, preparing maintenance budget, maintenance plans and procedures, technical specifications, safety and quality plans and procedures as required
