This is an exciting opportunity to be part of the planning and enhancements team, continuing to grow our presence in Scotland by leading our relationship with senior stakeholders and monitoring high profile rail programmes across the country.

The planning and enhancements team is part of the Railway Planning and Performance (RPP) directorate and leads on ORR’s activities for rail enhancement programmes and projects, including:

• Monitoring and publicly reporting if Network Rail is delivering its obligations for enhancement projects;

• Assessing if Network Rail’s capability to manage capital projects is improving in-line with good practice; and

• Providing the Scottish Government with an independent assessment of the efficiency of Network Rail’s estimated enhancement costs

The post-holder will be responsible for monitoring a defined set of Network Rail programmes and projects, and will meet regularly with Network Rail project managers and sponsors to understand the likelihood that Network Rail will deliver the project on time, to budget and to the right quality. This will inform our view on whether Network Rail is on target to deliver its obligations to train operators, passengers and funders. The role will be focused on programmes, projects and stakeholders in Scotland, but it also mirrors activities done by other members of the team, currently based across out Glasgow, London and York offices. Therefore, close working and co-ordination with the team is essential to ensure a common approach is adopted wherever necessary.

Your key responsibilities will be to monitor a defined group of Network Rail enhancement programmes and projects, in the context of the funding settlement and delivery of wider industry outputs such as new rolling stock and new service patterns.

The jobholder will periodically report to an internal project review board (Enhancements Projects Review Group) for the defined programmes and projects.
