Job Title: HSQE Director (Bilingual - French/ English)

Details of the role:
Reporting into the Project Director and Senior HSQE Director, the HSQE Director will develop the safety, health and possibly the environmental programs within the organisation. Advise management on safety, occupational health and environmental issues.
Essential functions and responsibilities
- Advise and assist executives and divisional management on matters relating to safety, occupational health and environmental issues.
- Create, evaluate, interpret and administer company policies and procedures concerning safety, health and environmental matters.
- Develop and promote safety awareness programs to encourage improved safety awareness throughout the organisation.
- Create, evaluate and administer the safety program to include the development and presentation of training programs for management, supervisors or all employees.
- Monitor the progress and success of safety initiatives.
- Mentor other safety staff and project personnel.
- Conduct surveys, audits and investigations of safety issues.
- Develop and maintain professional relationships with regulatory bodies, clients and contemporaries to foster the professional image of the organisation.
- Maintain an extensive knowledge of applicable safety rules and regulations including government regulations, standards and policies.
- Manage, direct and supervise the daily activities of subordinates within the safety function.
- Recruit candidates for safety positions as required. Coordinate the transfer of employees in the EH&S division.
Required Knowledge & Skills
- Degree in Occupational Health and Safety or related field - potential tertiary experience
- At least 10 years experience in a senior OHS role in the rail/construction or related industry (ideally high hazard)
- MS Office and general database skills
- Bilingual- Must speak French and English
- Ability to monitor and report costs under the direction of manager
- In-depth knowledge and ability to strategically apply legal requirements across a business group or region
- Familiar with the players in all related industries. Understands competitive environment and industry trends in the medium to long term.
- Ability to deliver HSE training in the workplace and give formal presentations to management
- Ability to carry out major incident investigations. Ability to research and prepare high level reports on HSE and improvement strategies at the group level
- Ability to monitor and strategically lead the Environmental performance of the business group / region.
- Ability to devise and monitor group level strategic business plans and resource infrastructure.
- Ability to influence the strategic direction of the business at a business unit or group level. Ability to inspire others to commit to the company strategy and vision.
- Detailed understanding of workplace motivation and morale principles. Ability to monitor motivational levels and strategically plan and/or support company wide morale improvement / motivational initiatives
- Ability to contribute to and communicate a company wide long-term vision and a strategy to achieve short, medium and long-term goals.
- Knowledge of change management principles. Ability to drive, lead and support change at the company level.
- Ability to produce high level creative ideas, products and solutions
- Ability to develop and maintain a network of industry-wide contacts.
- Strong knowledge of team functioning and morale principles. Able to strategically build a team with complementary skills and monitor and drive team morale at the group, business unit or company wide level
- Highly skilled communicator with an intuitive understanding of others motivations.
