Literature review of any relevant material relating to station charging mechanisms and comparison of mechanisms employed for the management and charging of stations in other comparator countries
Collate lessons learnt from NR, train operators and other relevant GB industry stakeholders for QX, LTC and any other relevant funding sources for stations - this should include all 20 NR managed stations in more detail
In addition to the lessons learnt, document and explain the funding sources (detailing methodologies of calculation) and corresponding expenditure for stations with analysis of the current approach and how this works in relation to NRs wider funding determination, contextualise this with financial information (more detailed for the 20 NR managed stations)

Document the activities that take place at stations and identify the key issues arising from the split of responsibilities at a sample of franchised stations, review the existing station charging arrangements and consider whether these drives any good or bad behaviours?
Support NR in ascertaining the critical success factors (CSFs) and desired outcomes that drive funding of the stations

Present options for the CP7 funding/charging and expenditure model for stations and support NR in objectively assessing the preferred approach against the CSFs and desired outcomes, this should include proposed improvements to existing arrangements and potential alternative options if LTC is removed. Options should include the appropriateness of using station categories to calculate the franchised station LTC or equivalent?
Support NR in presenting findings to and engaging with key internal and external stakeholders to ascertain feedback

Document all findings in report and presentation formats with all required evidence to allow NR to formally propose any desired changes to the station funding/charging regime for CP7. Regulated environment - railway experience. Organsationl skills is a must.
