Supporting the Weekend Closures, supporting Thales during additional weekend closures, plate rack commissioning and static test phase, Operational Restriction process and Bringing into Use activities and transition onto Reliability post commissioning.
Key Focus 1: To deliver and lead allocated SMA system test closures and support the T&C team delivery
Key Focus 2: To deliver and lead allocated SMA commissioning weekends and support the T&C team delivery
Key Focus 3: To deliver and lead static testing closures to include Plate rack, PICO and LCT and support the T&C team delivery

Job Purpose
MPD adopts a one team approach that shares resources to deliver projects efficiently. As the role will cover project work across all modes within MPD, the job holder should be flexible in terms of movement and location of work to successfully deliver assigned projects.
Project Manager will have responsibility to ensure the successful management of TfL obligations and of any partners/suppliers to deliver an assigned non-complex project on behalf of TfL to meet the needs of its customers. Accountability for delivering the projects to time, budget, scope and quality in accordance with the definitions agreed with the sponsors. The role will support the Senior Project Managers and will optimise the allocation and utilisation of project and programme management professionals, subject matter experts and external suppliers.
The role will work with support teams to leverage their specialist expertise within projects to ensure the implementation of a holistic and comprehensive project delivery model.
Key Accountabilities
* Plan and manage non-complex projects using TfL delivery methodology and governance structures to ensure delivery of intended TfL business benefits.
* Responsible for providing a clear vision and team direction by leading a high-performing team through the effective management, development and empowerment of staff, while demonstrating the TfL Behaviours
* Establish and maintain a good, professional and pro-active working relationship with the Contractor/Delivery partners project management team where applicable to ensure delivery of intended LU business benefits.
* Within agreed authority levels, negotiate, procure and authorise all project contracts and variations and approve and authorise all payment to meet value for money criteria.
* Responsible for providing effective performance and development management responsibilities for any direct reports, with regards to appraisals and performance management, (such that poor performance is clearly identified and addressed and good performance is recognised and rewarded).
* Agree major project requirements with the Project Sponsor / Contract Manager to ensure that business objectives are met.
* Identify and manage any interfaces and dependencies between the assigned project and other ongoing network activities/projects.
* Prepare and manage a project implementation plan, including responsibility matrix, detailed programmes and cost and resource plans.
* Responsible for the day-to-day management of project governance, reporting and control structures, with issues, risks and decisions escalated through the agreed current Governance arrangements as appropriate.
* Responsible for compliance with relevant health and safety legislation and contributing to the TfL Health and Safety culture, resolving arising issues or escalating as appropriate and ensuring safe delivery in line with the corporate safety vision.
Knowledge
- Good knowledge and understanding of project and programme management methodologies and their practical application in a transport setting.
- Good knowledge and understanding of project control tools and techniques.
- Good understanding of project and programme management methodologies and processes.
- Professional Qualification in Project Management, such as PRINCE2 or APMP.
- Good knowledge and understanding of project budgeting, procurement processes and contract management
- Degree or equivalent qualification (desirable)
Experience
- Experience of working in a complex, multi-disciplinary, matrix-managed environments.
- Proven record of taking personal responsibility and accountability for delivery of projects to £40m in value, in a large, complex organisation where there are multiple interfaces, and delivering to time, budget and quality.
- Experience of personal responsibility and accountability for leading and managing small teams
- Experience of managing performance and delivery through external contractors and/or suppliers.
