Scheme Project Manager in York, Yorkshire & the Humber, United Kingdom
Job Purpose
The Northern Powerhouse has been identified as a cornerstone of the UK’s future for economic growth. The Trans-Pennine Route Upgrade (TRU) is a multi-billion pound rail investment programme which will upgrade the route between Manchester and York and is one of a number of programmes that make up the Northern Powerhouse. TRU is split into three programme areas: East of Leeds, Leeds Central and West of Leeds. This role is to be a Scheme Project Manager to on the East of Leeds programme known as Transpire. The programme is being delivered under an alliance agreement between Network Rail and a number of selected alliance partners.
As the Scheme Project Manager in the Transpire Alliance you will be responsible for managing a series of projects from early design and development to construction and handback in accordance with agreed deadlines and within budget.
Key Accountabilities
- Support the Project Manager by delivering individual projects or parts of projects safely to time, cost and quality, in accordance with the Governance for Railway Investment Projects (GRIP), applicable Railway Group standards, the Transpire Alliance governance, and other specific legislation.
- Aligning individual projects or parts of projects with the overall Amey business strategy and processes.
- Manage geographically spread multi-disciplinary alliance teams including: design, environmental, consents, commercial, procurement, estimating, programme controls, engineering, survey, construction, health and safety; and others to identify and deliver solutions to meet the client requirements and establish a robust baseline plans.
- Lead the constructability input into the design process to ensure buildability for individual projects or parts of projects.
- Support the consents team to obtain all consents for the project(s) to meet delivery timescales including identifying opportunities to gain efficiencies via obtaining consents route wide for the portfolio.
- Confirm and validate engineering access requirements to deliver individual projects or parts of projects.
- Lead the production of the delivery schedule to drive requirements to align with the wider engineering access and consents strategy.
- Support in developing access requirements to deliver the individual projects or parts of projects.
- Co-ordinate survey inputs to meet individual projects or parts of projects in line with the delivery requirements.
- Co-ordinate and produce the necessary deliverables in order to support passing Stage Gates for individual projects or parts of projects, in addition to supporting the integration of the individual projects or parts of projects into the portfolio Stage Gate.
- Support the development of the Target Cost proposal with the alliance and supply chain for the individual projects or parts of projects.
- Identify and monitor project risks (threats and opportunities), plan and implement mitigations to them, and respond to other issues that affect the project.
- Assist the Project Manager in discharging its Principle Contractor duties under CDM Regulations 2015 (Construction, Design and Management Regulations) including but not limited to producing Construction Phase Plans and Work Package Plans.
- Provide a professional, first class, consistent and effective project management service to the clients, including project monitoring and reporting systems in accordance with the Transpire Alliance processes.
- Support the Project Manager in delivering individual projects or parts of projects in line with the Common Safety Method (CSM) and Technical Specification of Interoperability (TSI) standards.
- Support the Project Manager in undertaking accident investigations when remitted to by the relevant designated competent person.
- Support the Project Manager in implementing protocols to change the scope of projects and updating configuration documents as required.
- Support managing stakeholders and ensuring project solutions meet their needs where possible.
- Disseminate lessons learnt.
Job skills, experience and qualifications
Essential
- Relevant successful experience in project managing the delivery of multi-disciplinary railway projects under the Governance for Rail Infrastructure Projects (GRIP). Key disciplines include: track and signalling.
- Good interpersonal and communication skills
- Good commercial and financial understanding and knowledge
- Knowledge of Construction Design & Management (CDM) Regulations 2015.
- General knowledge of Health, Safety and Environmental Regulations
Desirable
- Relevant successful experience in project managing the delivery of journey time improvement rail systems projects.
- Educated to degree level in a relevant discipline or equivalent experience.
- Knowledge of Network Rail’s assets and how they are managed.
- Knowledge of the CSM & TSI processes
- APMP qualified or equivalent with the the Association for Project Management (APM) or a other professional body.
- PTS.
Role specific profile within the Transpire Alliance
- Supporting the Project Manager by managing the development and delivery of individual multi-disciplinary rail systems projects or parts of projects from GRIP 3-8.
- Integrating the geographically spread multi-disciplinary alliance teams to take the individual projects or parts of projects from early GRIP 3 to delivery in line with the client requirements.
- The role requires deputising for the Project Manager as required.
