Description of the assignment

As an SPE the role is to lead and work as part of a team of PEs covering the delivery of scope contained in the contract (works information) and the project requirements agreed with the TfL major projects directorate respectively. There are also a number of PE role assignments which requires Project Engineers to work not only on their core skills, but to demonstrate the ability to work alongside all engineering disciplines, coordinate the design received from external designers for review and assurance, to coordinate deliverables and design from TfL and its contractors, stakeholders and project managers. The assignment will be undertaken by an accredited PE or an engineer working towards accreditation in Project Engineering and delivery. The PE must be versed in London Underground Standards, London Underground Assurance S1538, RIBA process of design and construction and familiar with TfL Pathway.

Outcomes
Implement TfL systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments
Implement the Pathway process as applicable to the project ensuring that all Pathway deliverables meet the requirements listed in the Pathway process and those required by the stakeholders and project manager.
Undertake reviews of the contractors design and construction activities. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems are adequate
Manage and maintain project level technical risk recording and mitigating with the SPE and PM, manage and maintain technical issues recording and mitigating with the SPE and PM.
Support the project manager in meeting schedule, cost and risk as applicable.
Support engineering in quality management, ensuring that it meets high standards of data management including revision controls, efficient responses to RFIs, reporting issues to the SPE and PPE.
Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with TfL Environmental Policy.
Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations

Deliverables
Ensure that safety is the number one priority during design and construction carrying out regular audits through design reviews and Hazard Identification HAZID.
Deliver an assured, maintainable and operable design - Work with the PE team and subject matter experts to achieve an assured design by the schedule dates.
Stakeholder agreement - Work with the PE team to achieve universal stakeholder agreement to the design
Ensure all design gates are recorded, coordinated with all engineering disciplines, contractor's designers and the project manager.
Undertake reviews of design and construction activities. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems are adequate.
Ensure completion, snagging and testing is carried out in accordance with schedule, with agreement from subject matter experts, contractors to the highest quality and meets TfL standards and expectations.

Assurance Support
Ensuring the highest levels of risk is managed with the VAP, recorded and mitigated where possible.
Review and ensure that both the contractors TAP is aligned to support S1538
Coordinate the comments from discipline engineers, through IDRs, SDRs with regards compliance to Standards
Ensure designs where simple or complex interfaces are captured and recorded in the ICD which should be regularly reviewed.
