General
Working across London Overground Projects portfolio the post holder will manage Technical Assurance for the team and lead Technical Assurance processes to ensure that all works are designed and installed in compliance with applicable standards and the requirements of end users (passengers, operators and maintainers) and support the production of the operational safety case. The post holder will also ensure that all Technical assurance Requirements are completed.
Purpose
The Technical Assurance Manager /Engineer at London Overground is the Surface Transport Engineering technical lead reporting to the Principal Engineer - London Overground, the key engineering contact managing relationships with Engineering key stakeholders and ensuring that TfL Engineering interests are represented.
Role Specific Accountabilities
In addition to the generic Engineer JD + addenda, this role is specifically accountable for managing Technical Engineering Assurance support to London Overground Projects across the whole asset Lifecycle, including business strategy/planning and delivery of engineering solutions for project and operations.
Key accountabilities include:
Leading development of Assurance Specifications and Assurance Plans in conjunction with the Engineering and Project Management teams, across all London Overground projects to ensure that project requirements are fully met and evidenced. This includes definition of the assurance acceptance criteria for design and commissioning of works ensuring project works can safely be entered into operational service.
Managing assurance activities for over 10+ diverse and concurrent running projects which vary in size, complexity and stages of project completion
Manage the Technical Assurance Gate process where applicable. Representing the Assurance team during TfL audits.
Managing designers and contractors to ensure the timely production quality standard of assurance evidence to feed into assurance cases in order to demonstrate that appropriate evidence is collated throughout the Pathway or GRIP stages in relation to key engineering disciplines. Developing relationships with suppliers and negotiating successful outcomes. Undertaking on-site risk-based monitoring and surveillance of works as required
Ensuring awareness and understanding of the assurance processes with internal and external stakeholders to embed a consistent London Overground approach to fulfilling assurance requirements. This may require knowledge sharing and training activities to be carried out by the post holder.
Maintaining assurance tracker documents to capture all necessary information from external and internal stakeholders to support traceability for auditing purposes.
Integrating the assurance evidence in the form of System Assurance Cases to support documentation for commencement of Operational Service. Leading on presenting the technical assurance compliance argument to the Overground Assurance Board.
Managing the Asset Management Plan process (for handover, handback/taking over, completion) of assured projects to the operator end users.
Supporting the definition and allocation of requirements of the specifications for various stages of the projects.
Interfacing with the Requirements Manager on completion of verification and validation matrices to evidence compliance with contractual requirements.
Preparing periodic reports on requirements status as part of validation and verification activities that will feed into weekly assurance reporting sent to discipline project engineers and project managers for status tracking.

Competency as defined in NR standards
Detailed working knowledge of Network Rail Standards and Procedures.
