PSR Solutions are currently working on an exciting opportunity for a Chartered Rail Assurance Manager to join the Rail division of a leading contractor. The ideal person will have a strong focus on providing a high level of service, with a professional approach, determination and ambition. Based in the North West, flexibility will be required with travel and working arrangements.

The main purpose of the role will be to provide support and advice to the rail business and HSQE team regarding the Health, Safety Environmental and Quality requirements of legislation, whilst ensuring that all relevant Company Group & Sector Specific Procedures and Policies are met, in accordance with the Integrated Business Management System.

The Rail Assurance Manager ,Health, Safety and Environmental Manager will act as a source of support and advice to ensure projects remain compliant with the company's IBMS, current legislation and Network Rail Standards. The role will include the following:

• Provide advice and guidance to the HSEQ team/Project Management team in reviewing and maintaining Health, Safety Environmental and Quality Plans in line with the Construction Design Management Regulations 2015. This includes advice in risks and proposed methods of working.
• Provide advice to the PC team/Project Management team in the reviewing of Work Package Plans and Task Briefings Sheets relating to HSQE matters.
• During the contract, act as a source of health, safety, environmental and quality support to the project, offering advice on specialist methodology, legislative requirements, general methods of working, review of subcontractor's methods and implementation of the Company Integrated Business Manual.

Support the site teams in dealings with outside parties such as the Client Safety Representatives, HSE, ORR, Local EHO etc.

General Direct Responsibilities

• Ensure that the project team are compliant with the requirements of the projects Construction Design Management Plan and Construction Phase Plan.
• Engaging with the other contractors within the hub and spoke arrangements, ensuring co-operation and co-ordination of work planning and site activities.
• Undertaking periodic joint site inspections with HSEQ Representatives from the Client and contractors working within the hub and spoke arrangements.
• Attending and contributing to design and planning meetings with the team, completing the 4weekly look ahead.
• Attending and contributing to project safety meetings with the client and other contractor within the hub and spoke arrangements.
• Promote and actively engage in the company's Behavioural Safety Programme.
• Undertaking/assisting in Accident & Incident Investigation and compiling detailed level 1 and level 2 reports where required.
• Ensure Accidents and Incidents are records and statistics are maintained and preparing a monthly report on the Rail Departments HSEQ performance.
• Assist the Project team in identifying training needs and organising courses.
• Act as liaison with Network Rail, ORR, HSE, EA etc. on general project wide issues.
• Keep up to date with legislation through reading, obtaining material through update services and attending seminars etc.
• Carry out site monitoring and auditing of safety and environmental performance.
• Advise the site teams on actions required to improve performance, and help in organising specific initiatives.
• Advise the site teams on legislation changes and necessary actions.
• Research and advise on specialist measures that may need to be costed into tenders.
• Lead plan and attend periodic DNV / RISQS audits.
• Ensure compliance with Sentinel scheme procedures.
• Attend internal senior management and assurance meetings.
• Represent the client at HSQE related forums ,ISLG/RIAG etc.
• Review and maintain ROP procedures on IBMS system.
• Review close calls.
• Produce and review KPI material for rail frameworks.
