Contract
To provide the environment under which effective quality management processes and procedures are designed, developed and implemented within the Construction Directorate in support of the delivery of the programme in compliance with the stated requirements. Lead the development of surveillance and monitoring regimes, appropriate supplier controls, and development of a quality culture across the Construction Directorate.
Accountabilities
- Lead the development of the controls necessary to deliver the a programme in compliance with all the contract requirements and updates as the programme flows through its lifecycle, ensuring that these are consistent with the Management System. This is achieved through the following:
- Design the necessary solution to ensure that the controls developed interpret the requirements into the appropriate context. Implement these controls necessary to deliver the project in compliance with the stated requirements in consultation with the Construction delivery teams;
- Provide advice and support to the Managing Director - Construction and his leadership team on quality matters
- Provide support to all Construction teams, to resolve any quality issues that may arise. Design and develop training and education on aspects of quality and the Management System across both Phase Two and the supply chain, as necessary.
- Use quality management tools and techniques to promote continual improvements and quality awareness throughout Construction, ensuring that developed initiatives are tailored to needs.
- Contribute to the selection and evaluation of suppliers for the programme to help ensure the all suppliers can comply with the Management System and have the necessary capabilities to deliver consistently to the require standard.
- Participate in Management meetings providing insight into the key areas of concern within Construction.
- Resolve issues that result from identified non-conformity via discussion with teams across Construction and the wider environment, where necessary escalate issues to both the Head of Quality and the area Directors, as appropriate.
- Input into the audit planning process to ensure that key area risks are included in the programme and that contractors and suppliers have the appropriate coverage.
- Act as the lead auditor with responsibility for the management of the audit process to identify risks accurately and suggest improvements both internal within and across the supply chain.
- Manage the delivery of assurance activities through the delivery pillar, ensuring that Quality Plans are produced and implemented both by the teams and its supply chain.
- Lead the Construction Quality Management team, setting objectives, reviewing performance and ensuring that staff have the necessary skills and understanding to deliver the team's objectives.
- Identify team resource requirements and input into annual business planning cycles.
- Establish and agree key performance targets in order to optimize business performance in line with set objectives.
Key Skills
- Educated to degree, HND or HNC level (or an equivalent), in an engineering or construction related subject.
- Successful completion of lead auditor course (5 day) for ISO 9001.
- Strong practical knowledge and expertise in the implementation and on-going development of management systems, based on recognised standards such as ISO 9001, ISO 14001 or BS OHSAS 18001.
- Good communication skills including report writing and the ability to interface with staff across all levels of the project.
- Expertise in the successful implementation and management of assurance and management systems in the construction and/ or rail industries.
- Strong practical knowledge of major complex interdisciplinary projects at a management level.
- Membership of relevant professional body, such as the Chartered Quality Institute.
- Good demonstrable stakeholder management skills.
