Quantity Surveyor - Rail
Pay Rate: £350 - 380 per day Outside IR35 (Depending on Experience)
Location: Manchester
My client is looking for an experienced Quantity Surveyor to join their team out of the Manchester office. The Quantity Surveyor will come on board to provide pre and post contract commercial support for designated packages of work, including subcontract, materials and direct labour to help ensure projects are successfully delivered within cost and time constraints.
The ideal Quantity Surveyor responsibilities will be:
- Provide full general administrative support for specific projects within the portfolio (database management, trackers, dealing with complex technical project related correspondence, taking minutes and complex related engineering reports/texts).
- Dealing with non-standard complex documents
- Responsible for various work packages within the project, such as but not limited to: Design, Installation, Test & Commission, Materials, Telecoms, Electrification, Power, Plant, Professional Services, Civil Engineering and Permanent Way.
- Incorporating management of the Subcontract process (Including Procurement of)
- Manage change control procedures and register, including final agreement of change control values
- Manage risk procedures and register, implementing mitigations where necessary
- Negotiation and agreement or support to the Commercial Manager of contractual disputes, within the Network Rail contract suite
- Provides key commercial interface for responsible work package manager and subcontractor
- Provide contractual & commercial support to Project Managers and Engineering.
- Responsible for work package cost management, including forecasting, budget management, control and period end reporting
- Monitor and actively manage and mitigate work package risks.
- Provides Input to internal and external commercial reports as required by Commercial Delivery Strategy.
- Project compliance to business governance
- Integrate with key project stakeholders, such as but not limited to finance, project management, engineering, sub-contractors, suppliers and employer.
- Responsible for maintaining auditable records for responsible work packages in accordance with contractual requirements.
- Management of all project contractual correspondence/notification aligned to the specific contract
- Support in the development, review, submission and final agreement of Project Tenders - Both Target and Fixed Priced Tenders
Quantity Surveyor Requirements:
- Minimum 4+ years Quantity Surveyor experience working within a contractor side project environment.
- Previous history of working on large scale rail projects
- Previous experience working on Multidiscipline rail projects consisting of Signalling, Telecoms, Electrification, Power or Civils.
- Degree qualified or equivalent and/or hold or working towards professional qualification (RICS, IACCM or similar)
- Strong track record in a contractor side, project environment.
- Management of direct / indirect labour, materials, plant and subcontract costs.
- Management of the change / variation process from inception to agreement
- Period end reporting incorporating earned value, forecasting, analysis to actuals verse forecast etc
- Good negotiation skills
- Implementation of commercial strategies
- Strong communicator with excellent written and oral communications skills
- Good financial and commercial acumen
- Good Contractual knowledge and experience.
