Job Title : Chief Engineer – Track and Permanent Way

Reporting to : Engineering Support Manager

  1. JOB PURPOSE

To effectively carry out specialist technical services for the design, maintenance and construction of Track Network Infrastructure, to ensure the requirements of the Track network asset maintenance plan and projects are delivered, within budget and meet key performance indicators, whilst ensuring the provision of a safe and fit for purpose infrastructure

This role calls for the expertise of a Track Engineer accountable for applying technical expertise relating to Rail Track Network to provide best practice engineering standards, technical advice and services internally and to external clients in order to maximise the safety and reliability of Track infrastructure and assets throughout the asset lifecycle.

  1. KEY RESULTS ACCOUNTABILITIES

General responsibilities include, but not limited to:

Engineering Authority and Governance

Undertake the development and review of engineering, quality and operational standards, specifications, procedures and instructions for Track networks and related equipment, to ensure they are fit for purpose to support the safe, reliable and cost effective management of all assets.

Ensure compliance with all applicable laws, regulations, statutory obligations and Rail Agency policy and the Track asset management plan.

Participate in investigations, reviews, audits, briefs, and prepare technical investigation reports.

Carry out assigned tasks and requests for assistance and support in compliance with Rail Agency objectives and all policies and procedures and documents.

Review Track asset management policy, procedures and instructions.

Identify risks associated with infrastructure management, and recommend appropriate control measures to reduce risk to an acceptable level.

Participate in the development of Systems, Process and procedures in support of daily operations of Engineering Services.

Engineering Systems

Implement relevant engineering, quality and operational standards, specifications, procedures and instructions for electronic Track networks and related equipment.

Evaluate longer-term asset enhancement proposals.

Apply Rail Networks Configuration Management Policy and Procedures to existing, new, enhancement, replacement and disposal for Track Networks.

Review new or revised Track scopes, arrangements, plans associated with change to the infrastructure configuration to identify risks, which may impact on engineering, operational or maintenance management and recommend appropriate control measures to reduce risk to an acceptable level.

Perform the evaluation, testing and type approval of new Track systems and equipment to establish their suitability for use as safe and reliable in the network.

Maintains accurate and up-to-date information and availability trends through current networking.

Provide technical advice on Track network matters, procure and manage external specialist resource as required.

Provide technical guidance in Track systems technology, principles, performance, and interfaces to control systems, electrical, rolling stock and other infrastructure to meet quality and safety standards in order to enhance their performance and improve the engineering capability.

Engineering Support

Provide engineering technical support for the preparation, review and implementation of a quality regime for maintenance activities, including service schedules, maintenance procedures and instructions, test schedules, job safety analysis, risk analysis, environmental plans and other tasks.

Monitor, report on trends and recommend solutions to improve Track network asset condition ca-+pability and reliability

· Analyse statistical data and reports to identify root causes of maintenance problems and develop recommendations for improvement.

· Review and monitor the Track network and make recommendations to overcome system shortfalls.

Provide engineering support for Track network asset management processes, including the development of the asset management system and implement new technology to improve asset management effectiveness.

Support the implementation of best practice to maintain or to improve the current network.

Implement value engineering throughout the asset life cycle.

Review of proposed Rail Track designs when requested.

Ensure the provision of suitable training materials, courses and handbooks with comprehensive up-to-date technical data on Track network, their application and installation, for designers, installers and maintainers of Rail Track.

Develop and Maintain a technical library of documentation and records for product and process compliance.

Assist in the review of the track asset management policy and recommend plans to improve the cost efficiency of the infrastructure team to meet agreed levels of financial performance.

Assist in the supervision associated with the programming, arranging and co-ordination of track data recording and monitoring systems including track geometry recording, rail flaw detection, rail wear readings and the testing of rail welds.

Assist to undertake longer term (normally greater than 12 months) planning of the asset management plan, including detailed scope and location, review of priorities and additions and alterations.

General

Represent Rail Agency in dealings with external agencies or members of the public as required.

Comply with the policy in respect to the Stakeholders, Customer, Suppliers, and Employees.

Undertake roles and responsibilities as detailed in this position description, quality procedures and works instructions as per Code of Conduct.

Ensure achievement of targeted results in each key performance areas as outlined in the plan.

Participate in and support Rail Agency on-going Business Improvement processes.

Provide regular reports as required by the Engineering Support Manager to ensure the position outputs are produced efficiently, effectively and to a professional standard.

As nominated, undertake project management tasks for renewal and project works, including but not limited to:

· Prepare project charter and functional scope.

· Prepare & issue scope of works

· Witness function associated with contract Track works.

· Liaise with stakeholders to facilitate design/functional approvals.

· Provide specialist support on technical aspects of the project and liaise with nominated external specialist support resources.

Safety Accountability:

· Ensure staff under their control are aware of their responsibilities relating to OH&S, Environment, Rail Safety and Quality.

· Initiate actions to prevent the occurrence of non-conformances related to Rail Safety, OH&S, Quality and Environmental incidents or process deficiencies.

· Identify and record problems relating to product, process, OH&S, Environmental, Rail Safety and Quality issues.

· Initiate, recommend or provide solutions to Quality, OH&S, Rail Safety and Environmental issues.

  1. FRAMEWORK, BOUNDARIES AND DECISION-MAKING
  • All jobs assigned to him/her will be closely overseen by his/her supervisor.
  • The incumbent is expected to make sound and well based decisions on a daily basis in respect to work being undertaken but would keep the Engineering Services Manager fully informed on activities. Direction would be received on non-routine matters and policy changes should they occur.

  1. KNOWLEDGE, SKILLS AND EXPERIENCE

Education:

  • Bachelors or Master’s degree in Civil Engineering from a recognized university required or equivalent experience.

Experience:

  • At least 7 years’ experience and demonstrated capability in Rail Track with specific experience in the following areas: railway Track development, design, rehabilitation and construction, maintenance and operation in a comparable public or private sector railway organisation.
  • A minimum of 5 years at senior supervisory level with awareness of the ever-changing technologies, standards and practices regarding design, installation, operations and maintenance related to the railway engineering is essential.
  • Understanding of the operations of passenger stations, central control rooms and passenger trains a must.
  • understanding of rail track measurement and monitoring techniques and practices
  • Demonstrated experience in the use of relevant engineering software and programming tools, data acquisition and logging, signal analysis and simulation.
  • Sound knowledge and solid experience in different aspects of railway engineering that interface with operations control. This includes power distribution system, environmental system, signalling, communications, rolling stock, civil, structure and building services. Working knowledge of effective and efficient fault recovery and facilities management strategy.
  • Experience in project management.
  • Sound knowledge and understanding of Rail Track asset management processes.
  • Sound knowledge and understanding of Track network technical and engineering standards, principles, system specifications and practices
  • Well versed in engineering documents including specification, drawings, contract and sketches.
  • Experience in using Quality Systems and Processes and technical assurance.
  • Understanding of the relevant acts, regulations and standards that impact on the Rail Safety
