What is the purpose of this role?

The Deputy Head of Rail Systems on the TRU West Alliance, accountable for delivering all Track and Electrification works on TRU West Alliance safely in accordance with legislation, Amey Procedures and Transpire Procedures to contract specification and programme, while building and sustaining long term customer relationships.

What will this role involve?

The following responsibilities apply when delivering any works for the TRU West Amey Rail Account:

· To promote safe working practices, ensure full implementation and compliance with safety.

· Effectively lead and line manage project teams, including training, development and performance management.

· To deliver the Amey Essentials.

· Accountable for submitting and meeting accurate forecasts for cost and turnover achieving forecast margins for allocated contracts.

· Effectively lead and line manage project teams, including training, development and performance management.

· Ensure that allocated contracts are effectively planned and progress reviewed on a weekly basis.

· Timely submission of weekly PAPM/CAPM’s and period end Balanced Scorecard reports to an agreed format (to include the Amey Essentials KPIs).

· To support the tender processes and strategy as required.

· To ensure that Client and key Stakeholders aspirations are fully understood and incorporated into the delivery plan as appropriate.

· Aligning the TRU West delivery with the overall Amey business strategy and processes.

The following responsibilities apply to all Rail Systems works in TRU West:

· Accountable for the GRIP 3-8 Delivery of all Track and Electrification works on the TRU West Alliance

· Consistently demonstrate the TRU West Principles, Values, and behaviours

· Making all decisions based on a best for project/programme basis in line with the Project Alliance Agreement (Alliance contract)

· Effectively lead and line manage the TRU West functional team (including other Alliance Participant staff and supply chain staff in this functional team)

· Accountable for agreeing with the Project Leads and Project Directors the all T&E resources (Staff, Labour, plant, materials, subcontracts) required to delivery on the TRU West Projects and manage the effective provision of these resources to the Projects.

· Deliver all T&E commitments made to Projects in line will project baselines including requirements, budgets, schedule and performance metrics

· Accountable for the development of the overall procurement strategy for all Rail Systems works on the TRU West Alliance, awarding this alliance wide contracts and then ongoing management of these contracts

· Accountable for the account management of all T&E suppliers on the TRU West Alliance

· Work collaboratively with the Project Leads to ensure collective delivery through sharing of key resources and best practice.

· Accountable for reviewing and approving the T&E element of all Estimates and Section Proposals, ready for Head of T&E and Account Director review.

· Support the Amey Rail PC Duty Holder in discharging Principal Contractor duties under CDM Regulations 2015 (Construction, Design and Management Regulations). Amey Rail PC Reps will be appointed for each Project Director team that will in turn report to this Head of T&E role.

· Accountable for providing a consistent delivery approach for T&E across all Projects

· Promoting continuous improvement for T&E function across all projects.

· Identifying training needs in safety, technical and management areas for the personnel reporting to the post holder and contribute to their personal development.

· Undertaking accident investigations when remitted to by the relevant designated competent person.

· Managing stakeholders and ensuring T&E functions meet their needs where possible.

What are we looking for?

Essential Skills, Qualifications and Training:

· Project management experience; experience of scoping, planning, controlling and monitoring projects against agreed scope and of delivering within agreed constraints of time and cost and to the required quality standards.

· A good level of experience and understanding in delivery projects in accordance with the management of CDM 2015 Regulations

· Commercially competent with significant experience leading projects in varied contract types including target price

· Effective communication skills with both internal & external stakeholders at all decision-making levels

· Experienced at negotiating and managing deliverables from third party suppliers as part of a project deliverable

· Experienced at producing regular written project reports showing clear status updates

· Experience of working to a defined project approach or methodology

· The ability to identify risks, issues and dependencies, manage them through a RAID log and provide escalations and recommendations where required

· Experience of identifying and managing change requests to agreed project scope

· Demonstrable analytical skills with knowledge of research and marketing and an evidence-based approach

· The ability to build highly productive relationships across internal departments and with a range of external stakeholders, ensuring common goals are achieved.

· Excellent project management skills and the capacity to deliver outcomes on time and to budget

· High level of self-motivation and resilience and the ability to meet demanding targets within deadlines and to be flexible by adapting quickly to changing priorities

· Exceptional communication skills both oral and written.
